Department Overview
UC Controller provides strategic leadership and support of systemwide financial functions including financial reporting, federal and extramural costing policy, benefits accounting, endowment and investment accounting, payroll policy and compliance and taxation. We deliver efficient and effective financial services, provide best practices and guidance to our campus and medical center communities, develop and administer systemwide policies and procedures, and ensure the University's financial systems are compliant with all University, State and Federal laws, rules and regulations. Benefits Accounting is responsible for financial management and reporting functions in connection with all University of California benefit programs, including the University of California Retirement System (UCRS), the Health and Welfare Program, the University of California Retiree Health Benefit Program and various other benefit programs. UCRS consists of 2 defined benefit plans and four defined contribution plans. These functions include financial transactions, financial reporting and analysis, financial audit coordination and internal control assessment and monitoring.

Position Summary
Benefits Accounting is responsible for financial management and reporting functions in connection with the University of California Retirement System (UCRS), including the University of California Retirement Plan (UCRP), the University of California Retirement Savings Program (UCRSP), the Health and Welfare Program and the University of California Retiree Health Benefit Program. These functions include financial transactions, financial reporting and analysis, financial audit coordination and internal control assessment and monitoring. The incumbent uses professional accounting concepts. Completes accounting assignments that are of moderate scope where analysis of data requires a review of a variety of factors and multiple sources. Exercises judgment within defined accounting procedures and practices to determine appropriate action. Has internal and external contact on a regular basis. Applies policies and procedures to resolve a variety of accounting issues.

Key Responsibilities

  • 25% Maintain and reconcile claims invoices and billing to ensure accurate and timely payment for all health and welfare vendors. Track notifications from vendors, verify bank activity for auto-debited payments, and send daily forecast to Treasury team. Prepare and reconcile all bank ACH payments for Health and Welfare vendors, create corresponding journal entries, maintain and reconcile ledger accounts.
  • 25% Calculate monthly Administrative Services Only (ASO) fees, premium payments, and remit payments to vendors. Review and process all retro vendor adjustments. Maintain and reconcile all non-campus payments.
  • 15% Prepare financial management reports for budgetary purposes. Compile monthly recap and summary reporting for health and welfare activity. Prepare journal entries to transfer UCSHIP funds to/from location. Coordinate with vendors and relevant groups to provide supporting documents and information as needed.
  • 15% Reconciliation of Flexible Spending Accounts- Health Care and Dependent Care Reimbursement Accounts. These are the UC systemwide tax-savings programs for active employees. Research non-reconciling items and prepare journals for adjustment.
  • 10% Responsible for certain fiscal year-end closing steps. Independently prepare worksheets and journals for year-end close. Prepare accounting and statistical reports for auditors and management use at fiscal year-end. Follow up on auditors' requests and resolve discrepancies. Assist with other account reconciliations and functions within the group. Other ad hoc projects as assigned.
  • 10% Serve as backup for Accountant 2 and Accountant 1 roles when coverage is needed--support pension and other health and welfare related tasks.

  • Has knowledge of accounting function and assignments.
  • Has ability to gather, organize, and perform basic accounting related analysis.
  • Requires ability to present information in a clear and concise manner both in writing and verbally.
  • Knowledge of financial transactions and financial systems, as well as related policy, accounting and regulatory compliance requirements.
  • Must be proficient in use of Microsoft Office and common desktop/web applications.
  • Under general supervision, provides analysis of moderate accounting projects.

Preferred Qualifications

  • Proficient in Oracle cloud-based application.

Education
Required Qualifications

  • Bachelor's degree in related area and a minimum 2 years experience and/or equivalent experience/training.

SPECIAL CONDITIONS

This position has been approved for a hybrid work arrangement. The person hired must report to work on-site at UC's Office of the President (UCOP) located in Oakland, CA, on Tuesdays and Wednesdays, subject to change. The person hired will be required to reside in the state of California.
