Job Description

The purpose of the Migrant Service Recruiter/Advocate is to support high quality, comprehensive, and collaborative educational programs for migrant children and youth. Two positions are available for this posting.

EXPECTED OUTCOMES

The expected outcome for the effort is to identify and address barriers so that migrant students fully benefit from the same free public education provided to other students, and to ensure that migrant students may meet the challenging Missouri academic content and achievement standards at the same levels as their peers.

SPECIALIZED SKILLS

Migrant Service Recruiter/Advocate will have the following skills:

  • Bilingual (Spanish, French, Karen, Swahili preferred).
  • Ability to work independently, including extensive travel throughout the state and out-of-state travel as necessary.
  • Demonstrated ability to work effectively with schools, community agencies, and other partners in order to maximize recruitment efforts.
  • Ability to complete and maintain documentation integral to the position.

SPECIALIZED KNOWLEDGE/EXPERIENCE

Migrant Service Recruiter/Advocate will have the following knowledge and/or experience:

  • Knowledge of pertinent laws and regulations regarding the identification and recruitment and the provision of services to migratory students.
  • Proficient in word processing applications, and Excel.

OVERALL PROGRAM ACTIVITIES

Migrant Service Recruiter/Advocate will:

  • Provide task oversight for services and family engagement.
  • Provide program supervision for all service provision efforts.
  • Conduct family and school needs assessments.
  • Determine student service plans.
  • Follow up on parent surveys.
  • Conduct continuous identification and recruitment (ID&R) in region and as directed throughout the state.
  • Organize and investigate H2A orders.
  • Distribute materials (learning kits, out of school youth (OSY) bags, etc.).
  • Conduct OSY mini lessons.
  • Provide support and advocacy services.
  • Connect students to existing services.
  • Deliver direct services.
  • Complete quarterly service provision reports.
  • Plan, facilitate, and oversee local and regional family engagement activities.
  • Plan direct student services.
  • Create an annual Family Engagement Action Plan.

TRAINING ACTIVITIES

  • Train new staff members on service provision and family engagement.
  • Plan, facilitate, and oversee parent leadership trainings.

PLANNING/COMMUNICATION/COLLABORATION ACTIVITIES

  • Liaise with English Learner (EL) Instructional Specialist and school districts.
  • Liaise with community partners.

MEETING/CONFERENCE ACTIVITIES

  • Plan, facilitate, and oversee at least 1 statewide parent advisory council (PAC) meeting annually.
  • Plan, facilitate, and oversee regional PAC meetings.
  • Plan, facilitate, and oversee statewide coordination meetings with funded and non-funded districts.
  • Plan statewide service events.

REQUIRED TRAVEL

The Migrant Service Recruiter/Advocate is expected to travel up to 75% of the time to statewide meeting/trainings as needed, including weekly day trips, monthly overnight trips, occasional out-of-state conference trips, and as requested by the Heart of MO-RPDC Director.

Shift

Monday-Friday

40 hours per week, 12 month appointment

8:00 am to 5:00 pm

Some evenings and weekends as necessary.

Minimum Qualifications

Bachelor's degree or equivalent combination of education and experience and at least 2 years of experience from which comparable knowledge and skills can be acquired is necessary

Preferred Qualifications

Migrant Service Recruiter/Advocate will have the following education:

Master's degree in human services, education, or a related field OR college degree and a minimum of 5 years relevant experience if approved by Department of Elementary and Secondary Education (DESE).

Anticipated Hiring Range

Salary Range: This position is 100% grant funded in the range of $50,000 to $58,000.

Grade: GGS-009
