SUMMARY: The Acquisition Consultant / Management Analyst will support the Defense Health Agency (DHA) - (COR Program Support - Acquisition function)

DHA is responsible for the effective execution and operation of the Department of Defense (DoD) medical mission, which is to provide medical services and support to specified categories of individuals entitled to DoD medical care.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.

Contractor shall provide support in performing pre-award and post-award functions for acquisition lifecycle management of requirements in accordance with the FAR, the DFARS, DHA and DoD supplements, policy guidance directives and instructions. Specific tasks include but are not limited to:

  • Executes the Requisition Develop Process (RDP) and RDP Communication Plan to assist the Requiring Activity in developing complete and comprehensive Procurement Requisition (PR) packages.
  • Assists with executing the Requisition Develop Process (RDP) and RDP Communication Plan to assist the Requiring Activity in developing complete and comprehensive Procurement Requisition (PR) packages.
  • Fully understands and complies with the Acquisition Lifecycle Process Communication Plan.
  • Responsible for standardizing, centralizing, coordinating, and integrating information.Ability to self-start and multitask in a fast-paced environment and prioritize multiple tasks with minimal supervision.
  • Build and maintain relationships with external stakeholders, including the standardization for the acquisition reporting requirements, program execution and centralizing this information in SharePoint to help inform key stakeholders of informed of new Acquisition policies, processes, and trending information. This role ensures acquisition processes are followed, and reporting is timely and accurate. Establish a full spectrum of operations procedures by incorporating technical solutions to respond to the rapidly evolving environment.
  • Must have the ability to communicate accurate information
  • Provide advice, support and systems engineering consulting services to the DHA CAE and CSE to implement Federal and DoD systems engineering requirements.
  • Coordinate closely with the CSE and support contractors to integrate systems engineering considerations into all planning, implementation, management, sustainment, and oversight activities.
  • Research and analyze DoD policy, draft and coordinate DHA systems engineering policy and standards. Assessing acquisition programs in development, deployment or sustainment for compliance with Functional Sponsor requirements, Federal and DoD statutory and regulatory systems engineering requirements and best practices. Assessing Program requirements, functional designs, plans and schedules, and providing recommendations. Review milestone and decision acquisition documentation for completeness and soundness of approach and providing recommendations. Supporting the exercise of systems engineering functional leadership and focus within the acquisition structure on integration and interoperability across the DHA.

EDUCATION AND EXPERIENCE:

Requirements:

  • Bachelor's degree and Minimimun 5 years experience of extensive knowledge or understanding in this field.
  • Minimum 5 years experience - Extensive knowledge or understanding of the DoD Contracting Officer's Representative (COR) Program requirements and goals and the ability to train CORs on roles, responsibilities, and requirements.
  • Ability to effectively monitor and perform detailed analyses of COR program progress towards a defined goal.
  • Minimum 5 years experience - Extensive knowledge or understanding of different functional domains related to the COR Program through program planning, evaluation, and analysis techniques.
  • Ability to plan, coordinate, develop and conduct training on COR-related material and information.
  • Ability to collect, analyze, verify, and present data on COR program management and development.
  • Ability to generate and provide reports to leadership on all aspects of COR Program to ensure objectives are met.
  • Ability to plan, analyze, and review major elements associated with the DHA COR Program.
  • Ability to apply a wide range of program management principles and theories to project performance and operating characteristics.
  • Ability to plan and execute project assignments that entail a variety of complicating and interacting factors, relationships with other specialties in developing and sustaining DHA COR Program.
  • Ability to plan and develop a DHA COR repository for acquisition-based guides, templates, and instructions on COR roles, responsibilities, and activities.
  • Ability to develop, implement, and sustain the plan to ensure DHA CORs are compliant with regulation, training, and reporting requirements.


COMPUTER SKILLS:

  • Skill in operating a personal computer and standard office equipment
  • Proficient in MS Office Products, MS Project, and Adobe Acrobat


CERTIFICATES, LICENSES, REGISTRATIONS, CLEARANCE:

  • Must be eligible to obtain and maintain a DoD Secret security clearance if required by contract


PHYSICAL DEMANDS:

  • Must be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear.
  • Most positions require ability to work on desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and providing recommendations, summaries and/or reports in written format.
  • May be required to occasionally lift and/or move moderate amounts of weight, typically less than 15 pounds.
