This position is open to the public and all current City employees covered under the City's collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNIT 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

Under general supervision, the position performs a range of treasury functions to ensure the effective investment and allocation of City funds, prioritizing liquidity management, capital preservation, and the maximization of risk-adjusted investment returns, all within the framework of the City's Investment Policy; and performs related duties as required

ESSENTIAL DUTIES

  • Oversees the daily management of both short-term and long-term investment portfolios
  • Ensures the City's liquidity and operational funding needs by assessing available cash across various accounts
  • Executes investment strategies that balance the City's cash flow requirements with the goal of maximizing risk adjusted returns, in adherence to the City's Investment Policy and Municipal Code
  • Conducts daily portfolio trading based on cash flow projections and market conditions, ensuring investments remain within the guidelines of the City's Investment Policy and relevant Master Indentures
  • Facilitates the settlement of all investment transactions, ensuring sufficient liquidity for operational needs
  • Manages the City's treasury functions, including payment execution, cash concentration, and the continuous monitoring of cash flows
  • Mitigates potential overdrafts and other financial obligations by reallocating funds across accounts
  • Manages the City's depository accounts by collateralizing and maximizing returns on cash; moves funds between accounts to maintain collateralization and maximize returns through concentration wires
  • Maintains accurate, up-to-date records of banking transactions, investment activities, and related reporting
  • Reconciles the City's accounts on a monthly basis by comparing internal records with trustee statements to ensure accuracy
  • Utilizes Bloomberg and other financial market tools to inform investment decisions regarding fixed-income instruments such as Commercial Paper, Corporate Bonds, Agency Securities, Agency and Non-Agency RMBS, Structured Investment vehicles, etc.
  • Collaborates with City departments to assess banking service needs, negotiating and recommending banking partners based on performance, efficiency, and cost-effectiveness
  • Establishes and maintains banking relationships that support the City's financial operations
  • Originates and releases all wire transactions to meet the City's liquidity requirements in adherence with industry standards and best practices
  • Ensures compliance with the City's Investment Policy by conducting pre- and post-trade reviews and monitoring all financial transactions
  • Conducts financial research and fundamental analysis to support forecasting, valuation, and investment decision-making
  • Presents investment performance and risk assessments, including product risk, fees, and fund performance, to key stakeholders
  • Reconciles daily investment transactions, ensuring accurate cash flow management and timely settlement of bonds
  • Participates in procurement processes such as Request for Information (RFIs) and Request for Proposal (RFPs) to select qualified Municipal Depositories and Broker Dealers
  • Adheres to the City's Investment Policy and other applicable financial management standards

Qualifications

MINIMUM QUALIFICATIONS

Education, Training, and Experience

  • A Bachelor's degree in Accounting or Finance, or a directly related field, plus three (3) years of professional experience in treasury operations, cash management, or financial services
    OR
  • A Master's degree in Accounting or Finance, or a directly related field, plus two (2) years of professional experience in treasury operations, cash management, or financial services

Licensure, Certification, or Other Qualifications

  • Preference may be given to applicants who hold one or more applicable licenses or certifications such as: Certified Treasury Professional (CTP), Certified Financial Analyst (CFA) candidate or certificate holder
