The Federal Civilian business unit supports many customers spanning the federal, commercial, and nonprofit space. Our customers include NOAA, NASA, IRS, the General Services Administration, Office of Personnel Management, the Library of Congress, Health & Human Services, and the FDIC. We partner with these agencies to build new capabilities, deliver products, establish data as a strategic asset for informed decision-making, modernize legacy systems, and build the digital service infrastructure necessary to scale their mission impact.

Primary Responsibilities

As a Director of Client Growth and Strategy, HHS, you will be responsible for developing and growing strategic relationships and business opportunities across the U.S. Department of Health and Human Services (HHS) and its Operating Divisions.

You will combine customer relationships, market knowledge, business development, capture, and an understanding of technology and delivery to identify opportunities and turn them into measurable growth.

This is a hands-on role. You will engage directly with customers, build account plans, develop qualified pipeline, shape opportunities before solicitation, support and lead capture efforts, and work closely with delivery and technical teams to develop solutions that address customer mission needs.

Successful candidates may come from federal delivery, technology, consulting, business development, capture, or account management backgrounds. We are especially interested in people who understand HHS from the inside, have transitioned from delivery into growth, or have successfully owned HHS customers within a technology or product company.

Primary expectations include:



  • Develop and execute account and growth strategies across assigned HHS customers and Operating Divisions
  • Build and maintain strong relationships with HHS program, technology, acquisition, and executive stakeholders
  • Develop qualified pipeline and identify new business, recompetes, task orders, takeaways, and organic growth opportunities
  • Identify whitespace within existing HHS relationships and opportunities to expand into adjacent programs and organizations
  • Conduct regular customer engagement and develop actionable customer call plans
  • Shape opportunities before solicitation through customer intelligence, mission understanding, competitive analysis, and acquisition knowledge
  • Lead and support capture activities from qualification through proposal and award
  • Develop win themes, competitive positioning, teaming strategies, and customer engagement plans
  • Work with technical and delivery teams to translate HHS mission challenges into differentiated solutions
  • Develop relationships with technology partners, primes, subcontractors, and other organizations across the federal health market
  • Maintain accurate pipeline, opportunity, and bookings forecasts
  • Present account strategies, opportunities, risks, and recommendations to Growth and Federal Civilian leadership
  • Represent Ad Hoc at relevant HHS, federal health, partner, and industry events
  • Translate successful delivery and existing customer relationships into organic and adjacent growth


Required Qualifications



  • Bachelor's degree and 8+ years of relevant professional experience

    • Relevant years of experience may be substituted for education


  • Experience supporting HHS or the broader federal health market through business development, capture, delivery, consulting, technology, account management, or related functions
  • Demonstrated experience developing customer relationships and qualified federal pipeline
  • Understanding of federal business development and capture from opportunity identification through proposal and award
  • Experience supporting or leading federal pursuits
  • Understanding of federal acquisition processes and government contracting
  • Ability to develop account strategies and translate customer intelligence into actionable growth opportunities
  • Strong customer engagement, communication, negotiation, and presentation skills
  • Ability to collaborate across Growth, Delivery, Technology, Contracts, Finance, Recruiting, and executive stakeholders
  • Ability to work in a hybrid environment and travel throughout the Washington, DC metropolitan area and to customer or partner locations as needed


Preferred Qualifications



  • Established relationships within HHS and/or its Operating Divisions
  • Demonstrated experience personally originating and developing federal opportunities
  • Experience transitioning from federal health delivery, technology, program leadership, or consulting into growth
  • Former HHS or federal health experience
  • Experience within a commercial technology or product organization selling into HHS
  • Demonstrated measurable contributions to qualified pipeline, bookings, and contract wins
  • Experience shaping opportunities prior to RFP release
  • Experience supporting large, complex federal pursuits
  • Experience with GWACs, IDIQs, BPAs, and other federal contract vehicles
  • Experience with Shipley or similar capture methodologies
  • Experience with digital modernization, cloud, data and analytics, AI, platforms, or emerging technologies

In support of various state and city equal pay transparency laws, Ad Hoc job descriptions feature the starting range we reasonably expect to pay to candidates who would join our team with little to no need for training on the responsibilities we've outlined above. Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility. The range of starting pay for this role is $150,000 - $200,000.
