Overview
TISTA is seeking a Scrum Master in support of a critical application within the federal agency. The Scrum Master will lead a scrum team, provide management, steer direction, administration, quality assurance, and leadership of staff execution for assigned projects. As our Scrum Master you will provide day-to-day support and management of scrum teams including quality monitoring and SME-level inputs to improve the overall performance of the assigned projects; support of configuration and release management, and assessment and authorization to VA IT development/ sustainment project(s) as needed. Responsibilities
- Provide day-to-day management guidance and direction to scrum teams in the execution of tasks.
- Manage resources and project based on timelines established in the project plan, and monitor progress.
- Use proven software development methodologies, including Large Scale Scrum (LeSS), SAFe, VIP and Process Asset Library (PAL) that assure that all contract-driven activities are identified, documented, and tracked so that the contract shall continuously be evaluated and monitored for timely and quality service.
- Act as primary interface (liaison) with client and ensure client's needs are met within the scope of this project and our contract.
- Provide project financial and resource management.
- Plan and conduct Program Increment (PI) Planning, manage PI-Planning session in accordance with SAFe and in alignment with VA VIP process.
- Provide detailed metrics and dashboard covering tasks, assigned resources, and story points including burn down charts.
- Identify, communicate, mitigate and manage project risks; provide weekly updates to manager and PMSS Risk Manager on issues/risks requiring escalation.
- Plan and support Sprint and Build releases for all environment, and coordinate with Test and CM Manager to ensure adequate and timely support.
- Collect and maintain all release documents and ensure that compliance user stories have been completed and approved by assigned Release Manager.
- Ensure all Scrum ceremonies (Sprint Planning, Daily Scrum, Backlog Refinement, Sprint Review, Retrospective) happen efficiently and are productive.
- Ensure dependencies are surfaced, communicated, tracked, and resolved efficiently leading to fewer delays and smoother collaboration.
- Drives retrospective meetings to identify actionable improvements.
- Helps the team set achievable goals and facilitates discussions.
- Fosters an environment of open communication, trust, and teamwork.
- Collaborate with the Business Analyst and Program Manager to deliver weekly, iteration-based, and quarterly reports detailing accomplishments, objectives etc
- Assists with effective backlog management. Helps clarify goals, scope, and product domain.
Qualifications
- 10 years of experience supporting software development programs.
- 5 years of experience leading a program using either LeSS or SAFe (required).
- Strong experience as a Scrum Master in an Agile development methodology.
- Proven ability to lead scrum teams in the execution of project tasks and providing monitoring including risk/issues management.
- Experience managing scrum teams within the VA, specifically working knowledge of VA's VIP management process (nice to have).
- Knowledge of methodologies, technologies, frameworks, and toolsets such as Agile methodology, Scaled Agile Framework (SAFe), Agility, Jira, etc.
- Electronic Data Interchange (EDI) domain expertise (eBilling, ePharmacy & eInsurance) required.
- Experience in the healthcare domain, including knowledge of Electronic Data Interchange (EDI) standards like 837, 835, 270/271, 276/277, 278 and NCPDP as required by HIPAA regulations to support Scrum teams in delivering EDI solutions and ensuring compliance.
- Deep understanding of scaled agile development methodologies (SAFe).
- This role is the primary interface with the customer and requires high-level of professionalism; and oral and written communications skills.
- Knowledgeable in using Confluence (Nice to have)
- Knowledgeable in using Version One/Agility (Nice to have)
- Extensive knowledge of Jira (Including, Roadmaps, Dashboard, Reports.
Education:
- Bachelor's Degree in Engineering, Computer Science, Systems, Business or related scientific / technical discipline.
- Eight (8) years of additional relevant experience may be substituted for education (18 years total).
Clearance:
- The ability to pass a Tier 2/Modest Background Investigation.

Pay Range:
- The suggested pay for this position ranges from $69,240 to $90,500.
- The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
