Executive Service Position

(This position serves at the pleasure of the Appointing Authority.)

The Maryland Department of Transportation, The Secretary's Office (MDOT TSO) is seeking a Director for the Office of Small & Minority Businesses (OSMB). This position is responsible for leading MDOT's efforts to support and grow small, minority-owned, women-owned, and veteran-owned businesses and ensuring and promoting inclusion of these businesses in MDOT's procurements. The Director of OSMB serves as a key link between procurement operations, compliance and outreach functions, and the business community. The incumbent ensures that vendors and suppliers understand how to access opportunities, meet compliance expectations, and navigate procurement processes effectively while upholding MDOT's procurement standards, policies, and compliance obligations.

In this dynamic role, duties include but are not limited to the following:

  • Leading and developing MDOT's statewide socioeconomic procurement strategy
  • Providing leadership and direction in regard to small and minority businesses to MDOT's modal administrations
  • Hosting and participating in outreach activities
  • Overseeing and monitoring the goal-setting process for contracts and programs
  • Assisting in the coordination and development of related legislative and regulatory proposals and policy recommendations
  • Preparing, reviewing, and presenting executive briefings
  • Overseeing all managerial and administrative duties relating to the State's disparity studies
  • Addressing complex and sensitive inquiries and complaints
  • Ensuring MDOT's compliance with federal and state laws and regulations

The current vacancy exists at MDOT TSO in the Office of Small & Minority Businesses, which is located in Hanover, MD. (Anne Arundel County).

This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications

PREFERRED QUALIFICATIONS:

Education: A bachelor's degree from an accredited college or university.

Experience: Five (5) years of experience with state or federal socioeconomic or supplier diversity programs related to minority businesses. Two (2) years of this experience must include a leadership role.

The ideal candidate will possess:

  • Proficient written and verbal communication skills
  • Strong leadership skills
  • Public sector experience
