Summary:

The Program Manager, ROOTS Grant Compliance is responsible for the day-to-day oversight, compliance, coordination, and reporting for grant-funded projects at UNC Health. The Program Manager is accountable for ensuring that the grant is administered effectively, compliantly, and on schedule; that funds are properly tracked and documented; that partner and sub-recipients requirements are met; and that all required reports and deliverables are completed accurately and on time. This role ensures that activities, budgets, contracts, deliverables, and partner performance align with grant requirements, organizational policies, and applicable federal and state regulations.

The position may also provide oversight support to subrecipients, contractors, consultants, and partner organizations involved in grant implementation. The Program Manager will support, develop and deliver executive-level presentations on grant performance, compliance risks, and audit results. The Program Manager will report to the Director, Compliance and Privacy Program Operations and work closely with stakeholders from multiple departments and entities. The ideal candidate will have experience supporting state grant-funded programs, including compliance monitoring, reporting, audit readiness, and adherence to applicable grant requirements and regulations.

Responsibilities:

  • Monitor grant-funded activities to ensure compliance with approved scopes of work, budgets, grant conditions, and applicable federal, state, and organizational requirements.
  • Coordinate development, submission, and maintenance of required programmatic, financial, and performance reports, ensuring accuracy, completeness, and timeliness.
  • Work collaboratively with finance staff to track expenditures, review invoices and reimbursement requests, monitor budget performance, and support financial forecasting and reconciliation.
  • Support audit readiness and responding to regulatory reviews (e.g., OMB Uniform Guidance, Single Audit).
  • Support the development, execution, and oversight of subawards, contracts, and partner agreements, including tracking deliverables, compliance requirements, and performance expectations.
  • Maintain complete, accurate, and audit-ready grant files, including documentation of expenditures, approvals, communications, deliverables, compliance records, and monitoring activities.
  • Coordinate with internal teams, partners, and stakeholders to collect required data, compile supporting documentation, and align implementation activities across program areas.
  • Identify programmatic, operational, compliance, and fiscal risks and work with leadership to implement mitigation strategies and corrective actions as needed.
  • Facilitate communication with funders, contractors, subrecipients, community partners, and organizational leadership regarding grant requirements, implementation status, and operational needs.
  • Support development and continuous improvement of grant management tools, procedures, templates, trackers, and internal controls.
  • Monitor partner and subrecipient performance and ensure timely follow-up on reporting, deliverables, compliance findings, and technical assistance needs.
  • Assist leadership with planning, decision-making, and operational readiness related to grant implementation, sustainability, and performance improvement.

Education Requirements:
* Bachelor's degree in public administration, public health, business administration, nonprofit management, finance, or a related field, and at least seven (7) years of progressively responsible experience in grant management, program administration, contract management, compliance, or a related field.
* Master's degree in public administration, public health, business administration, nonprofit management, finance, or a related field, and at least five (5) years of progressively responsible experience in grant management, program administration, contract management, compliance, or a related field.

Professional Experience Requirements:
* Experience managing federal or state grant-funded programs, including compliance with Uniform Guidance and pass-through funding requirements.
* Experience coordinating contracts, subawards, or procurement activities in a public sector, healthcare, nonprofit, or grant-funded environment.
* Experience preparing financial, programmatic, and performance reports for funders or executive leadership.
* Knowledge of rural health, public health, healthcare delivery systems, or community-based program implementation.
* Experience working with multiple partners, stakeholders, or cross-functional teams in complex grant-funded initiatives.
* Advanced communication skills with the ability to translate complex grant and regulatory requirements into clear guidance for clinical, finance, and operational teams.
* Proficiency in data tools (Power BI/ Tableau) and experience building reports and dashboards to support decision-making
Knowledge/Skills/and Abilities Requirements:
Knowledge of grant administration principles, compliance standards, reporting requirements, and financial monitoring practices.
Strong project management, organization, and time management skills, with the ability to manage multiple deadlines and priorities.
Ability to interpret grant requirements, contracts, policies, and procedures and apply them accurately in daily operations.
Strong written and verbal communication skills, including the ability to prepare reports, correspondence, and documentation for a variety of audiences.
Ability to build and maintain effective working relationships with funders, staff, partners, contractors, and community stakeholders.
Strong analytical and problem-solving skills, with attention to detail and the ability to identify and address compliance or operational issues.
Proficiency in standard office software, spreadsheets, reporting tools, and grant tracking systems.
Ability to exercise sound judgment, maintain confidentiality, and work independently while supporting a collaborative team environment.
