Pay Rate:

The annual base salary range for this position is $101,500 - $137,750. Please note that the salary information is a general guideline only. About the Role:

The Contractor shall provide Command, Control, Communication, Computers, Cyber, Intelligence, (C5I) engineering, technical and project management support for the CG-9335 Program Office.

Additional Responsibilities Include, but are not Limited To:



  • Provide engineering, technical and program management support to the Coast Guard CG-9335 PM/Engineering Lead for Coast Guard's Shipboard and Shore-side C5I systems (e.g. Interior/Exterior communications systems, Command and Control (C2) systems, Intelligence System etc.). This C5I support encompasses new and existing USCG assets and also involves recapitalization of the C5I systems, which have reached the end of the life cycle in accordance with the guidance, practices and policies set forth in the Major System Acquisition Manual (MSAM) COMDTINST M5000.10 (series), Systems Engineering Lifecycle (SELC), Non Major Acquisitions Program (NMAP) Manual and C5ISC INST M4130
  • Provide C5I technical expertise during all the phases of SELC, which includes system requirements/specifications, architecture, design, development, integration, testing, information assurance, and deployment. The contractor shall perform technical reviews and evaluation of Contract Data Requirements List (CDRL) deliverables including C5I design, development, and test, technical reports, and supporting documents. Provide recommendations to Government personnel with regard to deliverable compliance.
  • Provide C5I Engineering support & Acquisition program management as follows:

    • Support in the development of Project acquisition strategies, Project acquisition




plan(s), project documentation, project schedules, Risk Management, and C5I specifications in accordance with policies and procedures outlined in the MSAM, NMAP and SELC, C5ISC INST M4130





    • Support in the development of Technical white papers, business case studies, technical briefings and reports associated with C5I systems.
    • Support USCG on-site surveys, engineering efforts, installation effort and testing.
    • Support C5I Technical Interchange Meetings (TIMs) and assist with scheduling meetings, preparing agendas, facilitation, and recording meeting minutes and action items. Track all applicable action items resulting from planning meetings, keeping the CG-9335 C4ISR Project Manager aware of design, development, and schedule events/action items
    • Monitor project status and update project schedule utilizing Microsoft Project or USCG Program Management tools


  • Provide research, analysis, and supporting documentation to aid in the design and development of Shipboard and Shore-side Systems solution for surface and shore-side Coast Guard assets. This includes assisting in the development of shipboard and shore- acquisition and contractual procurement documentation such as Military Interdepartmental Procurement Requests (MIPR's), Independent Government Cost Estimates (IGCE's), Determination of Findings (D&F), Inter-Agency Agreements (IAA's), and other supporting Coast Guard Systems Engineering Life Cycle (SELC) and Major Systems Acquisition Manual (MSAM) and C5ISC INST M4130 documentation.
  • Provide engineering support during C5I testing and integration efforts at the Government and Contractor's test facilities throughout all the phases of the Systems Engineering Life Cycle (SELC), which includes the Factory Acceptance Test (FAT), Site Acceptance Test (SAT), and System Operational Verification Test (SOVT) and others.
  • Provide research, analysis, and support development of technical documentation in the implementation of the emerging and ongoing C5I systems changes/upgrades, which includes Engineering Change Proposals (ECP's), Time Compliance Technical Orders (TCTO's) etc.
  • Provide critical technical review, evaluation and oversight of Industry/vendor developed system/asset architecture DODAF products using IBM Rational DOORS and System Architect tools.. The Contractor shall perform analysis of C5I requirements and architecture baseline to determine gaps in requirements. The Contractor shall be proficient in the use of IBM Rational DOORS for requirements management.
  • Provide engineering support and technical analysis to ensure that the USCG C5I design is compliant to the USCG, DHS and DoD cyber requirements, during phases of Risk Management Framework (RMF) for USCG C5I requirements.
  • Assist government officials in the market research in support of identifying potential Shipboard system solution based on acquisition strategy addressing DMS (Diminishing Manufacturing Sources) concerns and provide support during design, integration and installation of these systems and their components.
  • Perform other duties, as assigned.



Experience Requirements:



  • At least ten (10) years of knowledge and experience in the design and integration of C5I systems
  • At least ten (10) years' experience with DHS/ USCG policies and procedures, which include Major System Acquisition Manual (MSAM), and Systems Engineering Life Cycle (SELC)
  • At least five (5) years of working knowledge of DoD/ DHS/ NIST information assurance and cyber security instructions and directives


Education Requirements:



  • Bachelor's of Science degree in technical field.


Other Required Skills & Abilities:



  • Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
  • Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.
