THE POSITION

Do you have what it takes to help guide the financial operations of key workforce programs that transform how job seekers find employment and how employers locate qualified candidates? Apply for this Fiscal Management Specialist 3 position and serve as the PA CareerLink Finance & Budget supervisor with the Department of Labor & Industry's Bureau of Workforce Development Administration, Grants Fiscal Services Division. We will rely on you to supervise and coordinate the day-to-day administration of federal and state funded workforce programs' budget, fiscal, administrative, and analytical services. DESCRIPTION OF WORK

As a Fiscal Management Specialist 3, you will support the financial coordination, oversight, and analysis of statewide workforce program funding. Your work will be essential for ensuring that funding is used properly to help program operations meet the needs of the workers and employers we serve. The responsibilities of this role include:

  • Staff Supervision: Establish priorities, assign work, evaluate staff performance, and provide training
  • Program Coordination: Guide daily financial activities and support program operations through clear communication and organized work management; represent the Bureau at meetings; and interact with internal and external constituencies
  • Budget Oversight: Review, develop, implement, and analyze operating budgets; evaluate funding levels; and track spending to support statewide workforce programs
  • Financial Analysis: Conduct a variety of detailed, technical analyses and evaluations of fiscal and budget data; identify trends and issues; prepare summaries and reports; and recommend adjustments that support fiscal accuracy
  • Procurement Review: Oversee purchasing activities and ensure that payments, supplies, and services follow agency rules
  • Compliance Monitoring: Check financial practices for alignment with policies, laws, and regulations while offering technical guidance when needed

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. This position currently works in the office two days per week, for predetermined in-person bureau/unit meetings or trainings, and other reasons as operationally necessary. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Fiscal Management Specialist 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of experience in professional fiscal administration, and a bachelor's degree in business administration, accounting, finance, economics, or a related field; or
  • An equivalent combination of experience and training.
