POSITION SUMMARYWe are seeking a detail-oriented and experienced Payroll Manager with specialized expertise in multi-state tax regulations. The ideal candidate will oversee payroll operations for a diverse workforce spanning 47 states, ensuring accurate processing and compliance with federal, state, and local payroll tax laws. This role requires strong analytical skills, leadership ability, and a thorough understanding of payroll systems and multi-state tax complexities.
This position is located onsite in Appleton.
JOB RESPONSIBILITIES
- Lead and supervise the payroll team in processing bi-weekly and weekly payroll cycles for employees across multiple states and divisions.
- Reviews and approves weekly and bi-weekly payrolls, off cycle payrolls, special payments such as sales commission payments, annual short-term incentive, long term incentives, and W2s to ensure completion in a timely manner and in accordance with departmental procedures and applicable federal, state, and local laws.
- Ensure compliance with all federal, state, and local payroll tax laws and regulations, including withholding, reporting, and remittance requirements.
- Maintain up-to-date knowledge of multi-state tax legislation, including changes in tax rates, reciprocal agreements, and nexus rules.
- Collaborate with HR and Finance departments to ensure accurate employee records and seamless payroll operations.
- Manage year-end processes, including W-2 preparation, tax reconciliations, and filings.
- Resolve complex payroll and tax issues, providing guidance and support to team members and employees.
- Prepare and review payroll reports for management, highlighting trends and potential compliance risks.
- Develop, recommend, and lead new approaches, policies, and procedures to effect continual improvements and efficiency of the payroll function
- Research and monitor employment practice laws, potential compliance issues, legislative changes, and system updates and become a trusted resource to the team
- Assists the acquisition project team in bringing acquired team members onto USV payroll.
- Manages third parties who perform tax filings, paycheck and W2 distribution and garnishment administration.
- Manages unemployment rates for all states.
- Interfaces with Finance and Internal Audit on payroll controls.
- Develops and produces payroll related reports such as those required by controllers, workers compensation, state reporting, miscellaneous audits and other areas of compliance.
- Researches and directs the resolution of complex payroll related issues.

QUALIFICATIONS
Required:
Bachelor's Degree in Finance/Accounting Five (5) years payroll processing and HRIS experience, plus three (3) years supervisory experience Proficient in Excel, Word and Power Point Extensive knowledge of payroll tax and compliance Excellent written, verbal and interpersonal communication skills with ability to interact with team members at all levels Strong analytical, audit, and problem-solving skills
