Job Description:

Drywall Stocker / Scrapper "General Laborer:

  • The Drywall Stocker / Scrapper, referred to as a General Laborer, is expected to have knowledge, skills and abilities consistent with expectation of CARP0035-008 as indicated in Davis Bacon Act Wage Determination.
  • Tasks are consistent with the project scope and are comprised of the following.
  • Tasks outside of this scope may be required at a level not to exceed 25% of total effort and generally in support of the requirement such as materials handling and site control.
  • General Labor - Labor in support of flooring, handrail installation, painting, and ceiling work. Requirements include advanced placement of materials and tools, assistance in installation activities as directed by skilled staff, materials handling, and clean-up.
  • Rough Subsurface preparation - preparation in advance of final finishes on floors, walls, and ceilings. Generally limited to basic demolition, primary lifts of leveler, rough materials hanging, and sanding.
  • Painting - Brush and roller work at apprentice level; generally comprising priming and basecoats.
  • Installation of ceiling systems limited to cutting and placement of tiles.


Journeyman Carpenter:

  • The Journeyman Carpenter is expected to have knowledge, skills and abilities consistent with expectation of CARP0022-001 as indicted in Davis Bacon Act Wage Determination. Tasks are consistent with the project scope and are comprised of the following. Tasks outside of this scope may be required at a level not to exceed 25% of total effort and generally in support of the requirement such as materials handling and site control.
  • Removes, modifies, and installs handrail and wall protection systems.
  • Wall repairs such as modification of drywall, installation of backing materials, and restoration of finishes.
  • Installation of ceiling systems including acoustic and hard lid to include any necessary framing and grid replacement/modifications.
  • Removal, repair and installation of flooring systems; primarily LVT.


Required Experience:

  • The Painter is expected to have knowledge, skills and abilities consistent with expectation of PAIN0016-012 as indicated in Davis Bacon Act Wage Determination. Tasks are consistent with the project scope and are comprised of the following. Tasks outside of this scope may be required at a level not to exceed 25% of total effort and generally in support of the requirement such as materials handling and site control.
  • Soft Flooring Layer - Installation of LVT, VCT, and Carpet flooring systems.
  • Subsurface preparation - preparation in advance of final finishes on floors, walls, and ceilings
  • Painting - Brush and roller work at journeyman level.
  • Installation of ceiling systems including acoustic and hard lid top to include any necessary grid replacement/modifications.


Required Skills:

  • Work is to be completed on an as-needed basis identified by the VA. Not less than one week in advance, the VA will provide the contractor a schedule indicating dates of work and positions required on said dates. Modifications within one week are agreed to only on mutual consent. Total planned work hour requirements will not exceed 150 hours per week.
  • "Normal Work Hours" should be assumed as Monday through Thursday 0600 - 1430 with exceptions of federally recognized holidays.
  • For purposes of bidding, the government is expected to schedule three personnel for these normal hours 75% of all days until the contract is fully expended. Time will generally be scheduled in 8-hour increments assuming a 30-minute lunch period.
  • The government expects to schedule hours outside of the identified "Normal Work Hours" to include times and dates with exclusions limited to 2200-0430 every day and all day on Sundays and federally recognized holidays. The contractor will return a populated schedule to include identified personnel and times not less than two business days before start of the addressed period of performance.
