426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

Position Summary

The Training Department is comprised of 3 training components that support the Engineering & Nuclear Safety Programs at N3B: Site Training, Environmental Remediation and Contact Handled-Transuranic Waste (CH-TRU). The primary mission of N3B is to protect the environment and remove legacy waste off the Los Alamos site. The Training Specialist 5 is responsible for the design and delivery of programs to train all levels of N3B workforce (approximately 650 employees). The Training Specialist employs the ADDIE process and the Systematic Approach to Training (SAT) to identify training needs, assess existing training programs, analyze gaps, and produce various learning products. The position works with internal customers, stakeholders and regulators, ensuring that all training programs meet customer needs, regulatory drivers, and contractual requirements.

This position reports to the N3B Training Manager.

Essential Duties/Responsibilities (may include, but are not limited to):

  • Analyze, design and develop programs to train and educate all levels of professionals of varying expertise in a range of jobs.
  • Lead Job Task Analyses to evaluate positions, identify tasks, and build profiles for employee roles
  • Facilitate large groups to create and build Qualification Standards for highly technical positions
  • Develop tests, instructor guides, student guides, and visual aids to enhance the end-user learning experience
  • Create and employ evaluation criteria to measure the effectiveness of training
  • Produce formal policies, procedures, processes, tools, formats, and templates that are clear and that comply with company standards
  • Must have a general knowledge and understanding of the DOE and its management of National Laboratories or other federal contractors
  • Adhere to policies and programs concerning the N3B's training program
  • Must have ability to learn, assimilate and train others on a variety of subjects such as safety, security, Quality Assurance and/or nuclear operations
  • Mentor other training specialists and support staff
  • Maintain and increase knowledge of training and development research: learning theory, motivation theory, and other knowledge within the field of training and development.
  • May evaluate and oversee contractors or vendors to develop and administer training programs

Minimum Qualifications (Knowledge, Skills, Abilities):

  • Extensive knowledge of DOE Order 426.2; and other guidance for training and qualifications records especially those impacting nuclear facilities and activities
  • Extensive knowledge of ADDIE, SAT, and other instructional design methodologies
  • Extensive knowledge of eLearning standards, instructor-led training, and other training delivery methods.
  • Excellent communication skills to effectively convey thoughts clearly and concisely, both verbally and in writing to diverse audiences
  • Extensive knowledge and experience leading technical teams as well as working as part of a large team
  • Demonstrated high proficiency in training program development and delivery, preferably at DOE nuclear facilities
  • Effective interpersonal skills with ability to work/interact effectively and amicably with people from diverse backgrounds and cultures and with diverse personal attributes
  • Ability to train and mentor junior staff to higher levels of performance
  • Prior experience with Articulate or other eLearning software
  • Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the jo

Education and Experience Required:

Level 4: Bachelors' degree combined with a minimum of 9 to 11 years of relevant experience or a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position's duties and responsibilities have been adequately demonstrated. Must have a bachelors degree and 1 year of job-related experience per DOE O 426.2.

Level 5: Bachelors' degree combined with a minimum of 12+ years of relevant experience or a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position's duties and responsibilities have been adequately demonstrated. Must have a bachelors degree and 1 year of job-related experience per DOE O 426.2.

Education Equivalency: 2 years of relevant experience for 1 year of college.

Must be able to acquire and maintain certification through the DOE National Training Center, Basic Instructor Training.

Working Conditions and Physical Requirements

Normally assigned to perform work in an office environment. Only electrical hazards and other minor potential hazards normally found in an office environment are anticipated. Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the discipline. Office work environment

While working to achieve N3B LLCC objectives, the Technical Training Specialist 4 will ensure all activities and operations are performed in a safe and deliberate manner to include protecting the confidentiality and integrity of Personally Identifiable Information (PII). This role will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Ability to obtain a Q level Department of Energy security clearance.
