The Senior Principal Strategy & Planning Analyst plays a critical role in supporting PGE's strategy for regional transmission access and merchant transmission investments. The position provides strategic analysis, cross-functional coordination, and execution support for transmission initiatives that enable reliable and affordable service for customers while supporting PGE's transition to a decarbonized resource portfolio. This role evaluates regional transmission opportunities, transmission service strategies, and investment pathways that enable PGE to integrate new generation resources, optimize the performance of existing assets, and access broader regional markets. The Senior Analyst supports commercial, and policy strategy associated with major transmission initiatives across the Western Interconnection. The role also supports PGE's engagement with the Bonneville Power Administration (BPA) and other regional transmission stakeholders. This includes analyzing policy developments, transmission business practices, and technical requirements that influence PGE's ability to secure transmission service and advance its long-term resource strategy. Because transmission strategy intersects with generation development, regulatory policy, resource planning, and system operations, the role requires significant cross-functional collaboration across the organization to ensure alignment between PGE's transmission access strategy and broader company objectives. KEY RESPONSIBILITIES Transmission Strategy Analysis
Support development and execution of PGE's merchant transmission and regional transmission strategy through technical, economic, and policy analysis. Evaluate transmission projects, capacity rights opportunities, and regional grid expansion initiatives to determine their potential value for PGE and its customers. Conduct analysis related to congestion, transmission availability, resource deliverability, and market access to inform strategic investment and contracting decisions. Develop internal analyses and recommendations regarding transmission rights acquisition, project participation, and partnership opportunities.
BPA Strategy and Coordination
Support PGE's engagement with the Bonneville Power Administration on transmission policy, business practices, and planning initiatives. Monitor and analyze BPA policy changes including:
Transmission service policies Business practice updates Grid Access Transformation initiatives Transmission planning developments
Coordinate internally to ensure PGE stakeholders understand and respond to evolving BPA processes and technical requirements. Support preparation of technical analyses, stakeholder comments, and internal briefing materials related to BPA initiatives.
Regional Transmission Development Support
Assist in evaluating regional transmission development opportunities, including new interregional transmission lines and network upgrades that expand access to generation resources. Support the development of business cases for transmission investments by analyzing:
Support engagement with regional stakeholders, utilities, and developers regarding potential transmission partnerships.
Generation & Transmission Integration
Work closely with generation origination, resource planning, and transmission planning teams to ensure generation procurement strategies align with transmission availability and deliverability considerations. Evaluate how transmission availability affects resource adequacy, renewable integration, and long-term portfolio costs. Support development of integrated strategies that combine generation procurement with transmission access solutions.
Cross-Functional Coordination
Serve as a key analytical and coordination resource across multiple teams, including:
Integrated Resource Planning Transmission Planning Origination & Structuring Power Operations Regulatory Affairs Policy & Government Affairs.
Translate complex transmission policy, planning, and market developments into clear insights and recommendations for internal stakeholders. Support development of materials for executive leadership, regulatory engagement, and strategic planning discussions.
Market & Policy Monitoring
Monitor regional transmission developments across the Western Interconnection, including:
Interregional transmission proposals Transmission planning initiatives Regulatory and policy developments.
Provide internal insights regarding how regional transmission changes could affect PGE's ability to integrate new resources and serve growing load.
EDUCATION/EXPERIENCE/CERTIFICATIONS Education
Experience
Typically 12 or more years in utility or similar energy sector experience in the area(s) of engineering, power operations, economic forecasting, accounting, finance or regulatory affairs or a related field or equivalent combination of education and experience.

Expert knowledge of PGE and western U.S loads, generation, state Renewable Portfolio Standard targets and transmission links. Expert knowledge of fundamental electricity supply and demand drivers, energy market dynamics and risk and valuation techniques for evaluating resource alternatives. Expert knowledge of resource strategy concepts and considerations to identify and evaluate potential opportunities for resource acquisition. Expert knowledge of analytical techniques and cost-modeling theory and practices. Expert knowledge of electric market modeling and forecasting tools. Expert knowledge of applicable statutes, policies, rules, regulations and codes. Advanced skills in using database applications. Advanced skills with programming languages used in department.
