The Salvation Army North and Central Illinois Division provides these services to people in need. DEPARTMENT MISSION To provide leadership to the facilities department using policies, procedures, and available systems and tools to support Winnebago County in meeting the mission of The Salvation Army OUTCOMES The Facilities Director will oversee the daily operations and security of Winnebago County's physical facilities, property, and IT equipment, ensuring that all properties and equipment are well-managed and adequately maintained. This includes all building and utility infrastructure, as well as direct supervision of all facility staff of Winnebago County. ESSENTIAL DUTIES AND RESPONSIBILITIES
- This individual is charged with completing a thorough review and inspection of all properties on an annual basis.
- Develop, supervise, and execute a year-round preventative maintenance plan.
- It is expected that this individual will give oversight to the operations staff at all county properties.
- Responsible for the upkeep, maintenance, and cleanliness of the maintenance shop and all janitorial storage areas in all the buildings of Winnebago County.
- The Operations Manager will be responsible for providing logistical support for county and Corps events when called upon for the following programs: Community Meals; Anderson Gardens, Pop-Up Food Markets, Donut Days; National Salvation Army Week, and various Christmas events. This will include, but may not be limited to, delivery, setup, maintenance, tear-down, and storage.
- The Operations Manager is responsible for overseeing the majority of the Christmas distribution logistics, including traffic control, parking plans, sound system needs, set up, and tear down. Point of contact with volunteer groups for all Christmas activities, including packing, sorting, and distribution of food barrels and toys. This will also include transferring any Christmas supplies between TSA locations and event locations as needed.
- Oversee The Salvation Army EDS operations in collaboration with the Assistant Operations Manager, with the assistance of the operations team when available and EDS volunteers. This will include responding to EDS callouts during workdays as needed and during scheduled on-call after-hours events.
- Oversee all the Temple rental properties, tenant leases, rental budgets, and maintenance.
- Be responsible for the repair work in the fields of electrical, plumbing, carpentry, painting, lawn care, snow removal, alarm systems, HVAC, and preventative maintenance.
- Oversee the bidding process, in coordination with the Winnebago County Coordinator. Prepare and submit all contracts to the County Coordinator for processing at DHQ.
- The Operations Manager is responsible for overseeing the CMMS (Computerized Maintenance Management System) and Archybus to optimize the utilization and availability of physical equipment like vehicles, tools, machinery, facility infrastructures, and other assets.
- Schedule and oversee all vehicle and industrial equipment repairs and maintenance for all locations.
- The Operations Manager will be the point of contact for the County EOC and Health Department agreements and will be responsible for all emergency supplies. Part of this responsibility is overseeing the supplies in the CMMS in inventory and work order tracking.
- Oversee and document the upkeep and maintenance of all vehicles and motor-driven equipment.
- Design a filing system in SharePoint that securely and adequately stores all legal documentation regarding titles, deeds, contracts, and other related documents on the facilities of Winnebago County.
- Purchase equipment and supplies as authorized by the Winnebago County Coordinator in compliance with budgetary considerations for the maintenance and custodial needs of the facilities.
- Maintain updated files on warranties on buildings and equipment related to the operational aspects of Winnebago County.
- Maintain timely and accurate record-keeping of the repair logs and accounting of expenditures.
- Coordinate deliveries of supplies when they arrive and removal of supplies or garbage as necessary.
- Responsibility for managing maintenance contracts and dealing with vendors frequently.
- Manage/direct projects.
- Create a preventive maintenance program.
- Create a capital plan for the replacement of equipment.
- Follow and ensure adherence to The Salvation Army Policies and Procedures when managing the maintenance and custodial aspects of the operation.
- All other duties as assigned.
SAFE WORKING ENVIRONMENT
- Maintain a safe working environment for all employees, guests, and members of Winnebago County.
- Report all facility-related problems to the Winnebago County Coordinator.
- Check daily for any signs of graffiti or vandalism damage to Winnebago County buildings and property, including bus stops, fences, and light poles.
- Report any incidents, which may include photographs and a written account. Report serious vandalism to the Police Department.
- Develop systems that safeguard all facilities, supplies, and equipment related to the buildings and grounds of Winnebago County.
PAYROLL
- Set up the schedule for the department team based on the needs for efficient operation.
- Manage payroll by supervising, entering hours via the Time and Attendance system and evaluating/ controlling the budgeted payroll.
- Ensure that scheduled hours via the schedule and actual hours worked do not exceed the maximum hours approved for their employee status per week.
MEETINGS AND COMMUNICATION
- Meet regularly with the Winnebago County Coordinator and leadership staff to participate in setting priorities and recommendations for repairs, remodeling, and replacement of facility equipment.
- Work cooperatively with the other on-site directors and managers of Winnebago County, discussing any problems that may be occurring within the facilities in which their programs operate.
- Work cooperatively with the corps council property chair for the upkeep of the Rockford Temple Corps facilities.
- Attend all scheduled staff meetings and management team meetings.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES
- Education: BA degree or higher in Facility Management or related field.
- Experience: A two-year vocation degree or certificate in a HVAC, mechanical, electronics, building maintenance or building automation systems, or an associate degree from an accredited program in HVAC or another program that directly relates to building maintenance.
- Five years of experience with progressive responsibilities in property management for hospitality, medical, educational or retail operation required.
- Industry - Trade Certifications/Degrees (OSHA, HVAC, etc.).
JOB LIMITATIONS
- This individual will only commit Army resources that have been allocated or approved.
- This individual will keep the County Coordinator informed of all critical issues relating to his/her area of responsibility.
- This individual will adhere to all Army policies and procedures in carrying out the responsibilities of this position.
PHYSICAL DEMANDS/WORK ENVIRONMENT
- This position is required to do light to moderate physical work. The employee must frequently lift or move up to 100lbs.
- In order to successfully perform the essential functions of this position, the employee is regularly required to perform and/or coordinate routine electrical, plumbing, carpentry, and painting duties.
- The work environment for this position includes an office or outdoor environment with a low to high noise level.

REPORTING RELATIONSHIPS
- This position reports to the Winnebago County Coordinator.
- This position supervises the maintenance and the facility department.
- In contacts related to this position's duties, this individual acts as a representative of the Army and its mission.
PERFORMANCE MEASURES
- This individual will be evaluated on how effectively the outcomes of this position are achieved. The timeliness and accuracy of accomplishing assigned goals will also be reviewed, as well as an evaluation of how effective service is provided.
- A 30, 60, and 90-day performance review will be conducted.
