The Information Systems Administrator II (ISAII) in the East Bay Municipal Utility District (EBMUD) Operations & Maintenance Department plans, supervises, and participates in life cycle activities associated with the development, implementation, maintenance, and replacement of major information systems and applications. ISAII's coordinate with EBMUD staff to develop, implement, maintain, enhance, and evaluate the performance of major information systems and applications. ISAII's additionally serve as functional team project managers, who plan, oversee and control timelines, work processes and deliverables associated with multiple client departments' applications and systems development activities, typically through subordinate analysts. ISAII's are relied upon for the development of business process analysis and functional specifications prior to programming or purchase of products by ISD staff, and the application of IT industry accepted standards for preliminary planning and design.
Typical duties include:
*Leading coordination among stakeholder departments and representing them as a functional project manager for major systems development and enhancements.
*Supervising and participating in user support functions such as user training, investigating and coordinating resolution of system performance or process problems and general consultation on system integration issues.
*Ensuring the application of industry accepted standards in the initial planning and design for new or enhanced applications and systems; ensuring that submitted requirements, specifications, use cases, user stories, and supporting analysis for major applications and systems are adequate and ready for programming by IT personnel.
*Performing and directing system administration activities such as the control of user access and monitoring of system processes.
*Supervising and directing the work of a staff of Information Systems Support Analysts.
*Supervising and participating in the development of customized reports through the use of end user reporting tools.
*Participating in the Quality Assurance process, including a lead role in development of test plans and testing.
*Leading or participating in multi-disciplinary project task forces and committees regarding major systems planning, design, development, and implementation efforts.
*Preparing and presenting executive summaries of proposed new applications and systems to EBMUD managers; discussing, confirming and recommending changes to relative priorities to achieve deliverables.

The salary range is $13,819 per month increasing to $14,510, $15,236 and $15,998 after 6, 18, and 30 months, respectively.
