DESCRIPTION OF WORK

This position requires extensive review, research, and knowledge of federal and state laws, health care regulations, National Guard mission requirements, veterans home operations, and emergency management practices. You will oversee and direct all procurement and contracting functions for DMVA entities, including fund execution, vendor management, and inventory and property control. You will regularly meet with directors and conduct periodic site visits to provide guidance and consultation on policies and procedures. Responsibilities include reviewing procurement documents to ensure cost-effectiveness and compliance with applicable state and federal laws and regulations. Additionally, you will develop, implement, and maintain policies and procedures governing the preparation, review, and approval of contract documents for goods, services, and construction. In this role, you will serve as the lead negotiator for contract terms and costs that impact department-wide goals and initiatives. You will exercise initiative and discretion within a broad framework of statutes, regulations, and policies, making daily decisions across all areas of the Bureau of Office Services. - Full-time employment, 37.5 hours per week
- Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with a 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time up to 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Annville. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Nine years of responsible and varied administrative work experience in a federal, state, or local governmental organization, including three years in a managerial capacity in military, police, or emergency operations; or
- An equivalent combination of experience and training which includes three years in a managerial capacity in military, police, or emergency operations.
Special Requirements:
- This position requires possession of a Common Access Card (CAC) as issued by the federal Department of Defense within 6 months of hire.
- This position requires possession of a Level 1 Professional Continuity Practitioner certification issued by the Federal Emergency Management Agency within 6 months of hire.
- This position requires possession of an active motor vehicle license.
Additional Requirements:
- You must pass a background check to obtain and maintain access to federal computer networks.
- You must obtain a Tier 3/Secret Eligibility Determination clearance (DoD Secret Clearance) or equivalent. You must ensure appropriate handling of information and SIPR access and adherence to all Department of Defense regulations regarding sensitive information.
- You must be able to perform essential job functions.
Preferred Qualifications (not required):
- Willing and able to work in Lebanon County, Pennsylvania
- Experience in diverse office management or staff work within a public or private organization
- One year of experience overseeing multiple program offices
- Professional procurement or fiscal administration experience
- Five years of experience in business process improvement relating to contracts, initiation, planning, procurement, design, construction, or closeout of building or infrastructure projects
- Experience managing large government (federal or state) construction projects valued at more than $1 million
- Experience in strategic planning
- Experience managing mailroom operations
