The UCI Charlie Dunlop School of Biological Sciences Contract and Grants office is one of the units housed in the Office of the Dean that has a centralized Pre-awards and Post awards unit. As a central unit, staff serve the School as a whole by working with a variety of federal and non-federal sponsors. The team's mission is to serve the School's faculty by streamlining services and improving operations, supporting each other on complex and challenging tasks, and fostering professional growth by attending training, conferences and presenting on extramural research topics both on and off campus as subject experts.


Your Role on the Team

Responsible for effective management of the Contract and Grants Post-Award staff providing post-award support to faculty and researchers. Supervises Contract and Grants Post-Award staff according to established policies, practices and defined internal controls. Provides financial and administrative oversight of the unit's more complex and multi-disciplinary federal and private contracts and grants as well as other extramural funds that support various research and instructional programs in the Charlie Dunlop School of Biological Sciences. Receives pre-determined work that are subject to a moderate level of control and review. Exercises judgment within defined procedures and policies to determine appropriate action. Identifies risks and responds accordingly. Provides priority setting and work flow analysis. Works with Contracts and Grants Director to help develop procedures for the unit and achieve goals. Provides training and serves as a resource for changes in University, State and Federal policies and University systems.

Develop and oversee processes for providing Post-award support to the School's faculty and researchers. Define services that will be provided, including but not limited to award set up, pre-award spending (RAS), subcontract agreements and invoicing, progress reports, personnel effort reporting, cost share tracking and reporting, patent and invention reporting, and award closeout. Establish guidelines for submission of the required reports in accordance with award terms and conditions. Analyze requests for approval to spend funds in advance of receiving an award and make recommendations for approval or disapproval to the Principal Investigators, Associate Dean, Assistant Dean, Deans, Chairs, Directors, and Sponsored Projects Administration (SPA).


What It Takes to be Successful

Required:

  • Thorough knowledge of contracts and grants transactions and applicable financial systems, as well as related policy, accounting and regulatory compliance requirements.
  • Thorough knowledge of Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policies, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration.
  • Thorough knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration.
  • Ability to manage high volume and complex transactions.
  • Ability to perform highly complex financial analysis and customized reporting.
  • Thorough knowledge of policy and its interpretations.
  • Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles. Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
  • Proficiency in use of common desktop / web applications.
  • Strong interpersonal skills, service orientation, ability to multi-task effectively in a varied, high volume environment, judgment and decision-making, reasoning, ability to develop original ideas to solve problems, and effective verbal and written communication skills.
  • Strong supervisory skills to, hire, coach, mentor, develop motivate, discipline and effectively lead and supervise staff. Strong ability to maintain confidentiality and exercise discretion.
  • Demonstrated ability to work independently in financial analysis and problem resolution and in following through on assignments.
  • Bachelor's degree in related area and / or equivalent experience / training
