The person in this position is to serve as the OHCS authority and technical expert for the Senior Housing Program, a state program that utilizes Senior Property Tax Deferral Revolving Account to develop affordable housing to incentivize housing targeted to older adults and persons with disabilities in Oregon. Responsibilities include standing up the program and developing it in collaboration with stakeholders including agency staff, other state agencies, and/or local government and community organizations, as well as development of program standards, planning, directing, and managing the Senior Housing Program and deliverables, by initiating policy and program and on-going program changes to meet changing needs in conformance with OHCS goals and objectives; responding to legislative mandates; insuring compliance with state requirements to mitigate risk to OHCS; writing program guidelines, policies, administrative rules, and procedures, as needed; reviewing and updating changes to statute, as needed. This includes responsibility for all written program materials which describe the use and purpose of the Senior Housing Program, including processing the Oregon Centralized Application (ORCA), program fact sheets, web site description, and other program materials on an as-needed basis. Additionally, position will give consultative advice to agency staff, other state agencies, or local government and community organizations regarding the Senior Housing Program. MINIMUM QUALIFICATIONSA Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years' experience coordinating or administering a program. To learn more about Oregon Housing and Community Services, visit our website: https://www.oregon.gov/OHCS/pages/index.aspx AFFORDABLE RENTAL HOUSING: DEVELOPMENT RESOURCESThe Development Resources Section of the Affordable Rental Housing Division administers federal, and state funded multifamily rental housing resources to facilitate the increased availability of safe, decent, and affordable housing for Oregonians with low incomes. The Development Resources section administers competitive and non-competitive funding processes to dedicated funding resources. The section ensures policy objectives are met while meeting local needs and statewide priorities. The section also ensures long-term affordability through its financing. This position is within the Resources Unit, which is part of the Development Resources Section. This unit is responsible for administering state and federal programs, including the 9% and 4% Low Income Housing Tax Credit, and funding processes to help build new and preserve affordable housing throughout Oregon.
