Job Description:

Purpose:

All the duties below are strictly enforced to ensure compliance with all Transportation Security Regulations (TSR) and Airlines Regulations regarding cargo security physical screening procedures. The Compliance Supervisor will report directly to the Security Director and Assistant Security Director.

To effectively perform the job duties of Compliance Supervisor, you will be responsible for the following:

General

  • Ensure screening staff is compliant with TSA regulations and knowledgeable of security screening procedures
  • Ensuring that each cargo screener and cargo screening supervisor at each facility is trained in and knowledgeable of TSA requirements and the relevant requirements of the settlement agreement, including but not limited to cargo screening procedures in the relevant TSA security program, alarm resolution procedures, resolving security incidents and suspicious activities, access control and challenge procedures, and threat information notification procedures.
  • In the event of any screener is not following TSA regulations, advise management immediately for corrective measures for non-compliance/s
  • Ensuring that each cargo screener and cargo screening supervisor at each facility has completed the required training, including refresher or recurrent training, for the type of screening that he/she carries out as specified in the appropriate TSA requirements and in the requirements of the settlement agreement
  • Ensuring that cargo screeners and cargo screening supervisors are knowledgeable of their duties and responsibilities by asking questions to test their grasp of their duties (awareness exercises) as part of the training and proficiency requirements described in Section IV.E of Settlement Agreement
  • Ensuring that all notification procedures, including the notifications required when a cargo screener identifies suspicious cargo during the screening process, are made in accordance with TSA Requirements
  • Conducting the weekly and monthly audits set forth in Section IV.H of this Settlement Agreement
  • Fully trained and knowledgeable of TSA requirements, the requirements of settlement agreement for TSA cases no. 2018ORD0257 and 2019ORD0124, and the functions, duties, and responsibilities of both a cargo screener and a cargo screening supervisor

Passenger Physical Search

  • Ensure the cargo security screener follows procedures as detail in Screeners Job Duties for Physical search.
  • Ensure cargo screening log is maintained and complete every day as outlined in Section A5 below, no exemptions to this rule
  • Ensure all security screeners can follow procedures:
    • Recognizing IED components
    • Properly conducting a physical search including checking related paperwork
    • Screeners are aware of Notification procedures
    • Screeners are completing the screening log sheet
  • Work with management to conduct weekly audits and monthly audits, which includes CCTV review or in person as per TSA Best Practices for Cargo Screening.

Explosive Trace Detection (ETD)

  • Ensure the cargo security screener follows procedures as detail in Screeners Job Duties for Explosive Trace Detection (ETD) search.
  • Ensure cargo screening log is maintained and completed every day as outlined in Section A5 below, no exemptions to this rule
  • Ensure all security screeners can follow procedures:
    • Able to follow ETD manufacturer's operating manuals
    • Able to conduct machine maintenance
    • Screeners are following ETD safety
    • Ensure sampling techniques are properly conducted
    • Screeners can follow Alarm resolution procedures, if needed
    • Screeners are aware of Notification procedures
    • Screeners are completing the screening log sheet
  • Work with management to conduct weekly and monthly audits, which includes CCTV review or in person as per TSA Best Practices for Cargo Screening.
  • Screening supervisor will also ensure the following:
    • Maintenance records and certifications (if needed) are completed every day
    • Calibration and verification test procedures are completed every 8 hours and logged in the maintenance log
    • Ensure proper procedures are follow when an ETD is inoperative, does not meet manufacturer's technical operating standards, or when qualified ETD screeners are not available

Advanced Technology (AT) X-ray

  • Ensure the cargo security screener follows procedures as detail in Screeners Job Duties for Advanced Technology (AT) X-ray search.
  • Ensure cargo screening log is maintain and complete every day as outline in Section A5 below, no exemptions to this rule
  • Ensure all security screeners can follow procedures:
    • Able to follow AT X-ray unit manufacturer's operating manuals and conduct regular maintenance
    • Able to follow AT X-ray unit safety
    • Able to screen following Image interpretation procedures
    • Able to follow Image categories (no threat, possible threat, obvious threat) screening procedures
    • Screeners can follow Alarm resolution procedures if needed
    • Screeners are aware of Notification procedures
    • Screeners are completing the screening log sheet accurately
  • Work with management to conduct weekly and monthly audits, which includes CCTV review or in person as per TSA Best Practices for Cargo Screening.
  • Screening Supervisor will also ensure the following:
    • Maintenance records and certifications (if needed) are completed every day
    • Ensure Radiation Survey is up to date and notify management when it needs to be completed
    • Step Wedge test procedures are completed every 8 hours and logged in the maintenance log
    • Ensure proper procedures are follow when an AT X-ray unit is inoperative, does not meet manufacturer's technical operating standards, or when qualified AT X-ray screeners are not available.

Screening Records Log

  • The compliance supervisor will follow procedures detailed below as part of their duties:
    • Compliance supervisor will log into CCTV camera system
    • Compliance supervisor checks with Screening Manager regarding screeners on duty
    • Compliance supervisor will compare screening log with real time via CCTV or in-person screening for accuracy and compliance with TSA regulations
    • In the event the cargo security screener does not follow procedures, the compliance supervisor must stop the screening process and ensure the cargo is properly screened prior to be sent to the flight. The failure must be logged, and management advised for proper corrective actions to avoid any future violations.
  • Facility Security Coordinator must ensure the screening company maintains a record of the type of screening it applies to cargo. The record may be included with the SSE and ID information, on the applicable air waybill or Log Sheet.
  • The records required must be maintained and made available to TSA and airline upon request at the local station where the cargo is screened for a minimum of 30 calendar days from the date the cargo was transported.
