Technical Project Manager

Pay From: $150,000 per year


MUST:

Active Secret clearance (ability to upgrade to TS preferred).

10+ years of experience in software development, application modernization, or technical program leadership.

Proven experience managing multidisciplinary teams (development, testing, business analysis, design).

Strong technical background - ideally a former developer turned PM/lead with hands-on familiarity in Microsoft technologies (.NET, PowerApps, SharePoint).

Demonstrated success in Agile project environments; Jira expertise required.

Experience supporting modernization within a federal environment.

Excellent communication and executive presentation skills.

Strong leadership presence with the ability to motivate, mentor, and build team morale.

PMP or Agile certification (CSM, SAFe, or equivalent).

DUTIES:

Project Manager will support a large-scale modernization initiative within the Department of State.

Lead and mentor a team of 10 direct reports and up to 20 total staff (developers, BAs, QA, UI/UX).

Drive the application modernization roadmap across multiple legacy systems, defining scope, level of effort, MVPs, and epics.

Conduct technical analysis of current systems to determine optimal modernization strategies (Power Platform, .NET, SharePoint, Java).

Develop forward-looking plans, documentation, and deliverables aligned with program and recompete objectives.

Partner with senior federal stakeholders (GS-15/SES) to translate technical solutions into clear business outcomes.

Champion Agile best practices in a team still evolving from Waterfall toward a more iterative delivery model.

Oversee proposal-level documentation, lifecycle deliverables, and key milestone reporting.

Maintain high staff morale and engagement by fostering a collaborative, supportive team culture.

Collaborate closely with PMs, engineers, and leadership to align modernization priorities with business needs.
