The Opportunity

The Commercial Closeout Team is part of TC Energy Supply Chain organization and exists to ensure that through rigorous commercial closeout processes applied on yearly third party spend of approximately $8 billion, all entitlements are identified and realized, overpayments are identified and recovered, and final settlements accurately reflect the value delivered.

TheSenior Supply Chain Commercial Closeout Specialist plays a critical role in ensuring the integrity and compliance of contract closeouts within TC Energy's supply chain operations. This role merges deep expertise in contract management and compliance auditing to support commercial closeout activities across complex energy-related projects. The incumbent will drive risk mitigation, financial accuracy, and stakeholder alignment throughout the closeout lifecycle.

What you will do

  • Support the planning of vendor audits for commercial close out program

  • Support the building and leading of completion of vendor audit test plan to identify overbillings

  • Review vendor data and perform reconciliation

  • Develop and execute vendor audit test plan including test such as burden reconciliation, validation of Time & Material (T&M) costs, validation of payment of Retention / Bonus/ Living Out Allowances payments, 3rd party markups, etc...

  • Identify cost recoveries and future cost saving opportunities based on non-compliance with contract terms

  • Run ad hoc analyses such as construction productivity and equipment utilization rates

  • Support internal and external audit requests with accurate documentation and insights

  • Manage data gathering of contractual documentation and records

  • Establish risk profile of targeted agreements including contract risk diagnostic and identification of contractual obligations

  • Lead review of Non-Conformance Reports (NCR's) and Change Orders to identify and investigate project rework and back charges for cost recovery opportunities

  • Identify and, using project data, develop project "assertive claims" resulting from contract breaches (i.e. schedule delays, engineering errors/omissions, impacts of low productivity, vendor purchased material delivery issues, quality, defects, warranty breach, etc.

  • Lead projects close out workshops with BU and project controls SMEs

  • Manage interface with internal stakeholders including Project teams, project controls, SME's, Supply Chain, etc.

  • Report on identification of cost recovery opportunities and realization and support trend analysis

  • Support delivery of Project Delivery System (PDS) Project assurance gate reviews as Supply Chain Subject Matter Expert ("SME")

  • Support commercial business units for special requests such as Shipper's development cost audit reviews, third party operating and project cost review, etc.

  • Support Legal team with respect to highly complex commercial and contractual claims

  • Prepare executive-level reports summarizing close-out status, audit findings, and risk assessments

Minimum Qualifications

  • Minimum 10 years in Commercial or Supply Chain function and/or in at least one of the related fields: Engineering, Accounting (CPA designation preferred), Project Controls and Legal

  • Proven track record in leading and performing contract analysis and analytic evaluations

  • Expertise in detailed analytical and contract gap analysis

  • Proficiency in ERP and contract management systems preferably SAP and Ariba

Preferred Qualifications

  • University degree with minimum 15 years of related experience, or equivalent combination of education and experience will be considered. MBA, CA/CPA accounting designation, Engineering designation

  • Strong technical expertise in Construction and Engineering contracting
