Responsibilities
Sabre Systems is seeking a Systems Engineer (Journeyman) for Automated Test Equipment/Systems to provide technical and engineering support to the Common Aviation Support Equipment Program Office (PMA-260) at Patuxent River Naval Air Station in Lexington Park, MD. PMA-260 is responsible for the procurement, development and fielding of Common Ground Support equipment and Automatic Test Equipment. The team delivers this equipment to enhance the maintenance capability of Sailors and Marines tasked to operate, repair and service naval aircraft and airborne weapons systems Fleet wide. The selected candidate will be responsible for but not limited to:
- Performs as the avionics support equipment systems engineer, including ATS Systems Engineer, integrating various engineering disciplines and technical efforts.
- Formulates solutions and analyzes support equipment for the commodity while stressing reliability, maintainability, safety, quality, operational readiness, and performance
- Provides and disseminates specialized technical expertise on support equipment.
- Applies extensive background and knowledge of support equipment development, Naval Aviation Maintenance Policy, and systems engineering principles.
- Responsible for all systems engineering aspects, including requirements development, technical planning, and coordination of major programs and projects in avionics commodity support equipment development.
- Anticipate technical issues that could lead to serious safety, performance or reliability problems and take appropriate action.
- Recommends project adjustments or redirection as deemed necessary to achieve a satisfactory end result.
- Resolves risky, out of the ordinary, difficult and controversial equipment and operational problems where guidance is lacking, and minimal information is available.
- Serve as a systems engineer on unique and specialized assignments requiring innovation/deviation from standard engineering practices in developing new techniques/solutions or changes to existing/proven systems engineering concepts and technical practices. As a result, develop methods and procedures for use by NAVAIR.
- Translation of an operational need into a configured system through a systematic, concurrent approach.
- Integration of technical inputs of the matrix and technical disciplines into support equipment design.
- Ensuring the compatibility of all functional and physical support interfaces (internal and external) and ensuring that definition and design reflect the requirements of all system elements, hardware, software facilities, people and data.
- Application of technology opportunities.
- The incumbent is tasked in conjunction with the NAVAIR quality management system by actively participating in the continuous improvement of all forms of work.
- Participates in teams that search for, identify, and eliminate waste (the difference between the way things are now, and the way they could be or should be if everything were perfect) from all work/business processes.
- Solves problems effectively by using objective data to generate conclusions. Identifies customers, both internal and external, and meets their needs.
- Functions as ATS Systems Engineer and is responsible for influencing the design of the avionics commodity system to minimize the requirement for maintenance and related SE.
- Ensures that supportability, integrated diagnostics and testability are incorporated into avionics system designs.
- Determines cost effectiveness of greater fault detection/isolation and lower false alarm rates, power on continuous and initiated BIT/BITE required to achieve availability, placement and design of test points to simplify ATE requirements and TPS hardware. This is accomplished by reviewing and preparing portions of the Weapon System Operational Requirement, Test Requirements Documents, ECPs, System Specifications, evaluating proposals during the source selection process, reviewing Test Requirements Documents, reviewing and preparing systems engineering products such as trade studies and task analyses, and participating in aircraft and aircraft system design reviews.
- When avionics SE is required, the selected candidate analyzes, identifies and validates the necessary support requirements, defines the required design and performance parameters for that equipment based on operational need and standardizes where possible.
- The candidate's knowledge of support equipment/supportability and current initiatives to improve the support equipment system is instrumental in mapping out the future of support equipment development. He/she develops new hypotheses, designs or analytical techniques for complex subject matter utilizing critical judgment and systems engineering techniques.
- Serve as the controlling focal point for all new Support Equipment Recommendation Data generated through the Logistic Support Analysis process and ensures that any required ATS is obtained in the most cost-effective manner.
- The candidate shall review maintenance, materials, management (3M), lessons learned and other applicable data to identify future ATS requirements.
- Represents PMA260 at level conferences (e.g., sponsor and other activities, including other contractors); providing technical advice, information and counsel on cognizant avionics support equipment programs.
- Ensures a high level of technical/analytical expertise is maintained within the Systems Engineering Division by acting as a mentor to younger engineers. The incumbent shall continually research new developments in systems engineering, analytical and management techniques to improve Division capabilities and responsiveness to customer needs.
- Brief higher-level management on the status of assigned tasks and any potential problems, challenges, or opportunities relating to the specialty area.
- Reviews/prepares required documentation for assigned tasks such as letters, messages, technical reports, engineering drawings and other forms of technical documentation.
Qualifications
Requirements:
- Education: Must have a bachelor's degree in a technical or scientific field from an accredited college or university.
- Minimum years of experience: Must have at least three (3) years of recent and relevant experience.
- Key Requirements:
- Professional knowledge of engineering concepts and principles. Direct experience, a fundamental knowledge of project engineering and procedural methods in the management of large-scale engineering programs. Specific knowledge and skills are required in the application of systems engineering principles to the implementation of avionics support equipment development programs and avionics systems supportability.
- Familiarity with avionics systems (such as communications) and thorough knowledge of avionics support equipment (such as avionics systems tests, Automatic Test Equipment, Test Program Sets) and the processes on how it is acquired, problems or limitations in the program area, and the knowledge to competently assess the feasibility of proposed improvements.
- The incumbent must be familiar with integrated diagnostics, testability for avionics systems and avionics support systems development within the systems engineering environment. It involves dealing with engineering disciplines associated with systems development
- Excellent problem-solving skills and ability to work collaboratively in a team environment.
- Strong written and verbal communication skills
- Must have or be able to obtain an active DoD Secret Clearance or higher.
- Must be a U.S. Citizen.
Compensation: At Sabre Systems, LLC, compensation is based on factors such as location, qualifications, experience, and contract-specific requirements. The general salary range for this position is $130,577 - $144,991; however, final compensation will be determined by individual qualifications and applicable contract terms. #LI-CS3
