Position Close Date 10/06/2025 Job Summary The Senior Director of Operations serves as the day-to-day operational partner for Volunteers of America Oregon (VOA Oregon), providing leadership across divisions and ensuring the effective delivery of mission-driven services. In collaboration with divisional leaders, this role serves as the operational partner for both the Treatment Division and the Children & Family Division, as well as other service lines within VOA Oregon, ensuring consistency in operations, compliance, and transformation efforts across VOA Oregon. The Senior Director of Operations leads accreditation activities (e.g., CARF, Joint Commission, NARR) and advances organizational transformation initiatives in collaboration with internal teams and external partners. By aligning operational systems with trauma-informed care, feedback-informed treatment, and client-centered practices, this position ensures VOA Oregon's ability to deliver high-quality, sustainable services to VOA Oregon's clients. Education & Experience
- Master's degree in healthcare administration, public health, business administration, organizational leadership, operations management, or related field; or equivalent combination of education and relevant experience.
- Minimum of 5 years of senior-level operational leadership experience, preferably in healthcare, behavioral health, social services, or public sector organizations.
- Experience overseeing complex systems with multiple sites, diverse stakeholders, and high levels of regulatory accountability.
Essential Job Duties
- Responsible for day-to-day operations across assigned divisions, ensuring alignment with organizational mission and strategic objectives.
- Implements and monitors standardized operational practices, workflows, and performance metrics to achieve efficiency, quality, and client satisfaction.
- Anticipates operational needs, evaluates risks, and develops action plans to sustain smooth organizational functioning.
- Supports organizational accreditation and certification efforts (CARF, Joint Commission, NARR), ensuring ongoing readiness and full compliance.
- Partners with program and divisional leadership to ensure that programs and facilities adhere to all federal, state, and local regulations as well as payer and funder requirements.
- Partners with Quality Assurance to implement continuous quality improvement, address adverse findings, and strengthen compliance systems.
- Partners with program, divisional, and executive leadership to translate strategic priorities into operational plans.
- Implements organizational transformation projects in collaboration with internal and external stakeholders.
- Implements change management practices that support staff engagement and adoption of new systems and approaches.
- Partners with divisional leadership to develop and monitor division budgets in collaboration with finance and program leadership.
- Allocates resources to balance efficiency with service quality and client outcomes.
- Provides leadership, coaching, and oversight to operational managers and staff, ensuring accountability and professional growth.
- Defines roles, competencies, and performance expectations; recruits, develops, and evaluates staff in alignment with organizational needs.
- Promotes succession planning and staff development to strengthen organizational capacity.
- Fosters strong collaboration with clinical leadership, ensuring coordinated operational and clinical decision-making.
- Establishes consistent communication processes across divisions, ensuring timely information-sharing and staff alignment.
- Represents VOA Oregon with accrediting bodies, community partners, and other external stakeholders.
- Ensures compliance with safety, privacy, and risk management standards across all facilities and operations.
- Responds promptly to operational challenges, adverse events, or compliance issues, implementing corrective measures to minimize risk.
- Carries out additional responsibilities as needed to advance organizational priorities and ensure smooth operations.
Knowledge, Skills, & Abilities
- Knowledge of accreditation standards and processes, including CARF, Joint Commission, and NARR, and how to maintain ongoing readiness.
- Knowledge of federal, state, and local regulations relevant to healthcare, behavioral health, and social services operations.
- Knowledge of operational systems design, workflow optimization, and performance metrics to ensure efficiency and client-centered outcomes.
- Knowledge of trauma-informed care, feedback-informed treatment, and client-centered practice frameworks and their operational integration.
- Knowledge of financial management principles, including budgeting, forecasting, and resource allocation within complex service organizations.
- Skilled in leading and managing cross-functional teams across multiple divisions, ensuring alignment with organizational strategy.
- Skilled in developing, implementing, and monitoring standardized operational policies, procedures, and quality improvement systems.
- Skilled in analyzing complex organizational challenges, identifying risks, and creating data-driven action plans.
- Skilled in building collaborative relationships with executive, divisional, and program leadership to drive operational effectiveness.
- Skilled in representing organizations with accrediting bodies, funders, regulators, and community partners in a professional and credible manner.
- Ability to translate strategic priorities into actionable operational plans that achieve measurable outcomes.

Other Eligibility Requirements
- Must complete a criminal history background check and receive authorization from the State of Oregon's Background Check Unit.
- Must not be excluded from participation in federal healthcare programs, including but not limited to listings on the Office of Inspector General (OIG) List of Excluded Individuals/Entities and the System for Award Management (SAM) exclusion list.
- Must be legally authorized to work in the United States without sponsorship.
- Must have an active driver's license, current insurance, reliable transportation and ability to meet VOA Oregon's and VOA Oregon's insurer's driver standards.
Travel Requirement
- 16-25% of work time requires local travel within the Portland metro area.
Supervisory Responsibilities The Senior Director of Operations provides direct oversight of operational managers and staff and exercises influential oversight of operational programs across divisions, ensuring alignment with organizational standards, compliance, and strategic priorities.
