ESSENTIAL DUTIES AND RESPONSIBILITIES



  • Manages the activities of power plant operations personnel and assists Plant Manager and Maintenance Supervisor/Manager in analyzing problems with plant operation and maintenance.
  • Participates in Arkansas Electric Cooperatives Corporation (AECC) Operations Safety Committee in development of overall departmental safety program and implement safety program at the plant with the cooperation of the Maintenance Supervisor/Manager subject to the advice and consent of the Plant Manager.
  • Inspects plant equipment routinely including equipment located at remotely located hydroelectric turbine and combustion turbine plants.
  • Ability to assume the authority of and executes the duties and responsibilities of Plant Manager during his absence.
  • Maintains familiarity with AECC Safety Manual and applicable OSHA rules and regulations and reviews work practices periodically to ensure good safety practices are being adhered to.
  • Adheres to all applicable internal AECC policies and procedures regarding NERC and FERC compliance and provides training and direction to plant operations personnel to ensure compliance.
  • Develops work schedules for operations personnel in such a manner as to minimize overtime and reviews time reports, sick and vacation leave reports of operations personnel.
  • Reviews daily schedules for power production, maintenance and general duties with Senior Operators and prepares daily operating reports and surveys of operation.
  • Advises the Plant Manager on the development and implementation of the planned maintenance program, coordinates plant maintenance work with Maintenance Supervisor/Manager, and reviews records of completed maintenance as it effects plant operation.
  • Develops plant water treatment plan and coordinates water treatment and testing with the assistance of Technicians, Corporate Chemist and water treatment consultant.
  • Informs Dispatchers of plant availability and confers with them about generation schedules as necessary.
  • Reviews all aspects of plant operation to ensure all applicable laws, regulations, and permit requirements are adhered to; directs training program for plant operations personnel.
  • Reviews and recommends to the Plant Manager appropriate changes in plant equipment, design, or operational policies and procedures to maximize plant efficiency and reliability.
  • Conducts plant inspection tours with insurance and regulatory agency inspectors and inspects fire protection equipment routinely and ensures correct fire protection procedures are being followed.
  • Carries out supervisory responsibilities in accordance with policies and applicable laws. Responsibilities may include but are not limited to interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
  • The ability to handle stress and work well with others are essential functions of this position.
  • Perform any other related duties as required or assigned.
  • Due to our obligation to provide continuous, reliable electrical service to our customers, the ability to maintain regular and punctual attendance and the ability to work outside your regularly scheduled office hours when necessary is an essential function of the job.
  • Maintain awareness of and compliance with applicable laws and regulations from various regulatory entities, internal policies, procedures, and directives. Ensure ongoing monitoring and timely incorporation of any changes to maintain adherence to compliance standards.

Minimum Qualifications



  • Associate's degree in business administration or related field, plus at least 5 years total related experience, including 5 years' management experience, or equivalent combination of education and experience.



REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS



  • Arkansas Boiler Operators License or the ability to obtain within one year.
  • Valid driver's license.



PREFERRED CERTIFICATES, LICENSES, REGISTRATIONS



  • Arkansas Basic Industrial Wastewater license.

ADDITIONAL INFORMATION



  • Must be able to communicate clearly, both verbally and in writing. Must have clear understanding of the fundamentals of accounting, management, scheduling and mathematics. Must be skilled in working with and through others.
  • Must have a thorough understanding of all aspects of utility power plant operation and maintenance including principles of combustion, heat transfer, thermodynamics, mechanics, fluid mechanics, electrical theory, instrumentation and control theory, water treatment, etc.
  • In pursuant of the Arkansas Medical Marijuana Act 593, this position is a designated safety-sensitive position according to AECC/AECI standards and processes.
