Job Description:

The U.S. Forest Service (FS) seeks a Quality Assurance Specialist to assist with development of an Enterprise Land Management System (ELMS) intended streamline the National Environmental Policy Act (NEPA) and other processes of the land management planning cycle. ELMS consolidates legacy systems into a single, integrated, geospatially enabled platform that improves transparency, public engagement, and operational efficiency for land management decisions. Our team is responsible for developing, testing, and supporting ELMS as it transitions to full production use nationwide.

Duties/ Responsibilities




  • Execute manual test cases against deployed ELMS application (and other applications as assigned), and analyze results for accuracy, reliability, and usability.


  • Review and analyze business requirements, user stories, and design specifications to develop test scenarios and acceptance criteria.


  • Identify, document, and track defects in GitHub (and other tools as needed), collaborating closely with developers to ensure timely resolution.


  • Conduct regression testing after new releases, version upgrades, security patches, or infrastructure changes.


  • Perform Section 508 Accessibility testing of web and digital content, documenting issues and providing recommendations for remediation.


  • Validate geospatially enabled workflows and integrations across ELMS modules, ensuring data integrity and consistent user experience.


  • Participate in Agile ceremonies (backlog grooming, sprint planning, demos) and provide input on testability of user stories.


  • Collaborate with cross-functional team members (Product Owners, Developers, BAs, UX) in identifying solutions and ensuring readiness for production deployment.


  • Assume responsibility for assigned tasks and deliverables, ensuring completion within established timelines.



Required Skills/Abilities




  • 7+ years of experience in software quality assurance or testing for enterprise applications


  • Hands-on experience with manual testing of web and mobile applications


  • Proficiency with defect tracking tools (preferably GitHub Issues)


  • Familiarity with Agile/Scrum methodologies and working in fast-paced development teams


  • Ability to handle multiple project assignments


  • Experience testing geospatial applications or workflows (ArcGIS, ESRI tools, geospatial data validation)


  • Knowledge of Section 508 accessibility standards and practical experience testing for compliance


  • Strong analytical and problem-solving skills with attention to detail


  • Knowledge and understanding of Web Content Accessibility Guidelines (WCAG) 2.0


  • Excellent written and verbal communication skills, able to work independently and as part of a team


  • U.S Citizenship required



Nice to Have Skills



  • Familiarity with USDA Forest Service applications, NEPA workflows, or other federal environmental compliance systems
  • Experience working in GitHub
  • Knowledge of automated testing tools or scripting (e.g., Selenium, Cypress)
  • Experience with API testing
  • Exposure to cloud environments (AWS, Azure) or DevSecOps pipelines
  • Experience with performance, load, and usability testing
  • Experience working in Federal government


Education and Experience:



  • 7+ years of relevant project experience
  • Bachelors Degree (If no degree, then 9+ years of experience required)

Clearance Requirement:



  • Must be able to obtain and maintain Public Trust clearance


Salary Range:

90k to 100k annually
