About the Role
Redhorse Corporation is seeking a highly experienced Business Systems Analyst to play a critical role in supporting the development and enhancement of the FBI's national security systems. This position offers an unparalleled opportunity to contribute directly to the nation's security infrastructure by working on mission-critical projects related to FISA, NSL, and NDRR systems. You will be a key member of a team responsible for ensuring these systems remain secure, efficient, and aligned with evolving technology trends. This is a high-impact role where your expertise will directly safeguard national security.

Key Responsibilities
  • Support FBI national security system development, including FISA, NSL, and NDRR system project management.
  • Gather FISA user requirements and design the NSL system.
  • Manage complex data conversion processes, including ETL processes, data storage, access controls, indexing, entity extraction/resolution, analysis, and sharing.
  • Develop comprehensive documentation, training materials, and deployment plans.
  • Regularly assess FBI's complex technical systems, identifying risks, and recommending improvements for cost savings, consolidation, and system retirement/replacement.
  • Advise the Government on emerging vulnerabilities and corrective measures for NSB equities, emerging technologies, and FBI enterprise systems.
  • Serve as the primary interface for collecting, tracking, and managing operational user requirements from Department of Justice, FBI headquarters, and field office stakeholders.
  • Analyze technical and functional systems documentation to identify key points and potential problems.
  • Collaborate with software developers and the DevOps team to define and document requirements as epics, features, and user stories.
  • Draft national security business and functional documentation (user stories, acceptance criteria, use cases, concepts of operation, cost-benefit analyses, privacy impact assessments, operating models, workflow diagrams, and standard operating procedures) for the FBI's FISA system, legal process applications, Sentinel requirements, and intelligence collection applications.
  • Lead support for NSB's planning and implementation of IT projects, ensuring on-time task completion.
  • Assist in strategic planning for NSB IT programs.
  • Prepare reports, briefing materials, talking points, Power BI reports, and other documents for management, often on short notice.
  • Provide updates to FBI executive management on current IT projects and initiatives.
  • Analyze and resolve business and management issues, providing recommendations and subject matter expertise.
  • Provide technical support and troubleshooting assistance regarding NSB's Technical Bridge applications (FISA, NSLs, NDRRs, etc.) and other proprietary applications.
  • Represent NSB at meetings, documenting proceedings and follow-up actions.
Required Experience/Clearance
  • 10 years of experience working within U.S. National Security, defense, or law enforcement communities.
  • 10 years' experience with U.S. National Security IC mission sets, FISA policy, and government case management.
  • 10 years' experience analyzing data, written/verbal information, and processes to assess risks and formulate recommendations.
  • 10 years' experience leading or coordinating complex programs and/or multiple projects.
  • 10 years' experience and demonstrated knowledge of IT practices and principles, including IT Life-cycle management/IT Governance, Systems development life cycle, Software development methodologies (e.g., agile, waterfall), and Requirements elicitation and management.
  • 10 years' experience translating and communicating complex subject matter between technical and non-technical audiences.
  • Minimum 5 years' experience using MS Excel, Power BI, PowerPoint, Visio, Word, and SharePoint.
  • Minimum 5 years' experience writing reports, briefing materials, and delivering presentations.
  • Active Top Secret (TS) security clearance
Desired Experience
  • Bachelor's or Master's degree in Computer Science, Management Information Systems, or a related field.
  • 8+ years' experience with National Security operations and USIC functions.
  • 8+ years' experience with National Security mission sets, FISA policy, and case management, including experience with FISAMS, Sentinel, and DIVS.
  • Relevant certifications, such as ITIL, Agile Product Owner, Project Management (CAPM/PMP), and/or CBAP.
  • 6+ years' experience with data-related issues (ETL processes, storage, access controls, indexing, entity extraction/resolution, analysis, and sharing).
  • 6+ years' experience working in a federal interagency environment.
