JOB DESCRIPTION:

  • This position is responsible for the administration of the daily operation for the Purchasing Department and Office Services and supervises three (3) associates. The associate establishes daily work priorities, gathers necessary work materials, provides procedural assistance, forecasts workload, and discusses associate performance and work standards with the Deputy Director of Finance and Purchasing.
  • The associate is responsible for monitoring the Purchasing department's budget, and the development of procuring needed services, supplies and equipment for departments; responsible for the operation of the mail room and print shop workflow; completes special projects as required. The associate is responsible for the competitive bid process; responsible for the necessary documentation for Legislative approval of various bids and contracts; testifies at Legislative Committee Meetings regarding purchases.



ESSENTIAL JOB FUNCTIONS:

  • Provides coordination, direction and supervision of the Purchasing Department and Office Service Department, Contract Administration and Specification Writing.
  • Implements significant changes to work methods to comply with department goals; analyzes the applicable data and estimates the ramifications of any changes to policies.
  • Provides work direction, planning, review, and performance evaluations of subordinate staff.
  • Interviews prospective associates; applies progressive discipline; hires; and recommends termination and merit pay increases.
  • Determines department staffing requirements based on work projections; designs new work approaches and methods; resolves conflicts; and plans assignments appropriate to achievement of objectives.
  • Establishes long range schedules, priorities, and deadlines for regular and special work assignments; and provides assistance with difficult projects.
  • Reviews progress reports and research findings prepared by department staff; implements new procedures and changes policies based on these reports or findings.
  • Prepares analytical studies on existing operations and formulates new systems for improved data management; plans, coordinates, and evaluates associate training programs to improve operations and in preparation for the implementation of new systems.
  • Develops and supervises the preparation of detailed procedures manuals for the department; analyzes functions, drafts procedural flowcharts, prepares progress calendars, monitors compliance with established deadlines for major projects, and independently develops and implements new procedures.
  • Adheres to the purchasing code for Chapter 10.
  • Performs other duties at the request of the Deputy Director and Director of Finance and Purchasing.
  • Oversees the competitive bid process; reviews contract administration and specification writing on bids; and is responsible for legislative approval of bids and contracts.
  • Testifies at legislative committee meetings regarding purchases.
  • Assists departments and vendors during the bid process and purchasing services, supplies and equipment.
  • Oversees the Mail Room and Print Shop.
  • Assists with processes for the financial system.
  • Participates in the training of departments regarding the Purchasing policies and procedures.
  • Communicates, assists, and trains Payroll Specialists and Payroll Coordinators.
  • Performs other related duties as required/assigned.


REQUIRED QUALIFICATIONS:

  • Bachelor's Degree from an accredited college or university, in Business Administration, Accounting, Finance, or related field.


  • Three (3) years of administrative supervisory experience in purchasing, accounting, finance, or related field.
  • NIGP certification preferred.
  • Certified Purchasing Professional or Certified Purchasing Manager, preferred.
  • Must submit to and pass a pre-employment background check and drug screen.


KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of department policies and procedures.
  • Knowledge of accounting principles, procedures, and methodology for use in the effective formulation of research project design and evaluation, and management accounting functions.
  • Knowledge of electronic bidding.
  • Knowledge of the personnel rules, policies, and procedures.
  • Knowledge of modern managerial techniques including interviews, performance evaluation, progressive discipline, etc.
  • Knowledge of the purchasing policies and procedures: requisitions, ordering, bidding, etc.
  • Knowledge of the Affirmative Action policy and skill in developing departmental reports and plans.
  • Knowledge of the budget process and methods for annual budget formulation.
  • Knowledge of the operations of other departments and offices.
  • Knowledge of State Contract Compliance Regulations and how they relate to the format.
  • Knowledge of national, state, and local contracts that can be utilized.
  • Knowledge of Buying Cooperatives and Joint Governmental Cooperative Bid Opportunities.
  • Knowledge of Contract Law.
  • Knowledge and skill in designing and enhancing forms, workflow efficiency and streamlining business processes.
  • Skill in research design, statistical analysis, and presenting professional reports.
  • Skill in developing and disseminating standard operating procedures and manuals.
  • Skill in monitoring expenditures and budget development.
  • Skill in conflict resolution.
  • Skill in verbal communication to make presentations to departments, executives, and legislative body.
  • Skill in gathering data, problem definition, developing of resolution methods and implementation of new procedures.
  • Skill in public speaking and professional etiquette when representing the at trade shows and various professional functions.
  • Skill in Contract Administration.
  • Skill in researching and writing bid specifications, must review other buyers' specifications and bid packages.
  • Skill in the generation of Request for Legislative Action and presentation to legislative body; must review other buyers Request for Legislative Action prior to release.
  • Skill in educating potential vendors on the competitive bid process.
  • Skill in coordination with outside agencies to release their bids, including but not limited to COMBAT, Housing Resources Commission and Board of Domestic Violence Shelters.


WORKING CONDITIONS:

  • Work environment is primarily indoors, within a modern smoke-free office, where noise and temperature levels are moderate.
