JOB DESCRIPTION:
- This position is responsible for the competitive bid process for Construction and Capital Projects for the County in addition to maintaining contracts and communications with vendors. This employee assists with the training of new buyers.
ROLE & RESPONSIBILITIES:
- Develops and prepares public solicitation process from inception through contract award and management for Construction/Capital Projects.
- Advises and cooperates with County departments in the evaluation of products and services including delivery, prices, and vendor reliability.
- Maintains a detailed knowledge of the products and services being procured and possible supplier alternatives via a proactive and productive relationship with suppliers and manufacturers.
- Interacts with the Collections Department and the Compliance Review Officer to determine that all potential contractors have paid all County taxes due and are in compliance with the County's Affirmative Action Program.
- Prepares ERLA for Legislative approval on County Contracts with multiple end users.
- Reviews purchase requisitions to determine method of purchase.
- Completes request for issuance of purchase order.
- Manages contracts awarded through the Purchasing Department.
- Reviews materials usage rates to decide whether a contractual agreement or negotiated blanket order is appropriate.
- Assists vendors in resolving specific problems, delivery, or payment.
- Reviews contracts at expiration and extends or rebids them as necessary.
- Manages the County's process to dispose of surplus property pursuant to Jackson County Code.
- Assists in researching audit issues, policy and procurement implementation and best practices implementation.
- Visits vendor locations to examine their capabilities.
- Seeks new sources of vendors for the competitive bidding process, including the searching and recruiting of Minority, Women-owned and small business.
- Acts as a mentor to other Purchasing Staff and assists with training.
- Participates in professional development and training opportunities.
- Occasionally gives testimony in Legislative Committee Meetings
- Performs other related duties as required/assigned.
MINIMUM QUALIFICATIONS:
- Bachelor's Degree from an accredited college or university, in Business Administration, Accounting, Finance, or related field.
- 2-3 years of experience in purchasing, bidding, bonding procedures, and supervisory experience preferred.
- NIGP certification preferred.
- Prefer experience with Workday
- Must submit to and pass a pre-employment background check and drug screen.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of department policies and procedures.
- Knowledge of State contract compliance regulations and how they relate to the County's formats for drafting bid forms, including all specifications.
- Knowledge of arithmetic: addition, subtraction, multiplication, and division.
- Knowledge of various purchasing contracts and the various items that may be purchased.
- Knowledge of vendors and the products or services they provide.
- Knowledge of alphabetic, numerical, and cross-filing techniques.
- Knowledge of protections clauses necessary in a bid draft specification.
- Knowledge of the types of markets for products used by the County.
- Knowledge of the bid, purchasing and bonding procedures.
- Knowledge of word processing, spreadsheet, and database software applications.
- Knowledge of County department's operating procedures to assure efficient procurement of products and services needed for a consistent quality operation.
- Skill in drafting original correspondence and memoranda.
- Skill in professional telephone etiquette.
- Skill in the use of personal computers.
- Skill in effective verbal and written communication.
- Skill in public speaking and professional etiquette when representing the County at Vendor Trade Shows and various MBE/WBE functions.
- Skills in supervising.
- Skill in recording documentation.
- Skill in problem solving between vendors and departments during contract administration.
- Skill in electronic bidding administration and financial systems.
- Skill in drafting complex bid specs, such as construction, computer parts and software.
- Skill in mentoring buying staff.
WORKING CONDITIONS:
- Work environment is primarily indoors, within a modern smoke-free office, where noise and temperature levels are moderate.
- Walking - 10% of the time - Must be able to walk between workstations and to wait on the general public.
- Work Arrangement: 100 onsite (Mon - Friday).
