Overview

ATCC, a leading nonprofit biological resources and standards organization, is seeking an onsite Senior Business Development Manager to lead pipeline development and execute the full life business development cycle for our AFS services. We are seeking a seasoned business development professional with experience in either global health, biotech, biosecurity, or biomanufacturing. This strategic role drives opportunity capture, proposal development, and account growth-connecting innovative solutions with customer needs. The SBM will refine win strategies, build key relationships, and collaborate across leadership to deliver impactful results.

Responsibilities

    Capture Strategy & Opportunity Development: Lead the full lifecycle of business development, from identifying and qualifying opportunities to shaping win strategies through competitive analysis, teaming, and pricing. Create solutions-based capture plans that align with customer needs and maximize win probability.

  • Proposal & Pursuit Management: Oversee cross-functional teams through the pursuit lifecycle, managing proposal development, technical volumes, staffing strategies, and executive presentations. Conduct after-action reviews to refine techniques and improve future outcomes.

  • Customer Engagement & Growth: Build and expand customer relationships through strategic account planning, call plans, and market engagement. Support pipeline growth by attending industry events, generating leads, and maintaining accurate CRM records to ensure continuity and visibility.



Qualifications

  • Bachelor's degree and 12 or more years' experience or equivalent (PhD and 5 years or master's and 8 years) experience.
  • Proven success in full lifecycle business development and capture management, with a track record of winning new and re-compete business.
  • Experience with federal agencies and winning new business with DOD (DHA, DARPA, DTRA, etc.) and DHHS highly preferred.
  • Experience leading cross-functional teams through opportunity identification, strategy development, and proposal execution.
  • Strong strategic thinking and analytical skills, including competitive assessments, teaming strategies, and price-to-win methodologies.
  • Excellent communication and stakeholder engagement skills, with the ability to build customer relationships and deliver executive presentations.
  • Familiarity with federal contracting or life sciences services preferred.
  • Proficiency with CRM tools and experience attending industry events to support pipeline growth and market positioning.
