The Senior Movement Relations Advisor is responsible for managing the implementation of the American Red Cross's Movement Relations priorities. This includes advancing effective Movement governance, policy development, humanitarian diplomacy, and fostering strong collaboration and coordination across the International Red Cross and Red Crescent Movement. Key partners include the International Committee of the Red Cross (ICRC), the International Federation of Red Cross and Red Crescent Societies (IFRC), and National Societies.

This role plays a critical role in building and maintaining strong relationships, advocating for American Red Cross priorities within the Movement, and ensuring alignment with Movement principles. The Advisor fosters strategic partnerships and supports joint planning and implementation of humanitarian activities.

Responsibilities include planning, designing, and executing Movement Relations strategies; setting and managing strategic goals and objectives; overseeing staff and volunteer assignments and performance. The Advisor represents the American Red Cross in Movement forums and promotes its priorities to internal and external stakeholders. Additionally, the role provides leadership, guidance, and support to volunteers, ensuring all activities comply with standard operating procedures and applicable federal, state, and local regulations.

Job Description

Key Responsibilities:

Strategy & Program Leadership

  • Lead the planning, development, and implementation of American Red Cross Movement Relations initiatives such Federation-wide constitutional review, and policy development, ensuring alignment with internal policies and priorities and Movement frameworks.
  • Manage and coordinate the execution of Movement Relations objectives, including effective Movement governance, policy development, humanitarian diplomacy, and collaboration across the RCRC Movement. Ensure consistent delivery and integration with other programs within the organization.

Governance, Policy & Humanitarian Diplomacy

  • Negotiate agreements and operational modalitieswith key partners, host governments, and other stakeholders.
  • Coordinate with the IFRC, ICRC, and National Societies on policy initiatives and joint statements.
  • Contribute to Movement-wide policy processes such as the Council of Delegates, the International Conference, and the RCRC Statutory Meetings, promoting coherence and complementarity in advocacy efforts.
  • Lead the American Red Cross planning efforts for the Statutory Meetings for the Red Cross and Red Crescent Movement, ensuring organizational policies align with Movement-wide frameworks.
  • Develop and implement the American Red Cross Humanitarian Diplomacy Strategy, highlighting shared priorities with the IFRC, and ICRC (e.g., climate adaptation, National Society Development, and global readiness).
  • Define and advance Movement policy outcome priorities.

Policy Development & Analysis

  • Contribute to the development of internal policies and position papers on key humanitarian and development issues such as the IFRC Global Health policy, and International Cooperation policy.
  • Facilitate inclusive internal consultations to ensure broad engagement in policy development.
  • Monitor and analyze global and regional policy trends related to humanitarian action, disaster risk reduction, climate adaptation, migration, protection, and health.
  • Conduct or commission research to inform policy and advocacy, and maintain a repository of key documents, resolutions, and reference materials.

Stakeholder Engagement & Representation

  • Collaborate with internal teams, including Divisions, Integrated Global Programs, Government Relations, Resource Mobilization, OGC, and Communications to develop and implement Movement policy priorities. Coordinate advocacy strategies and messaging with Leadership and technical teams.
  • Represent the organization in national, regional, and international policy forums, dialogues, working groups, and coalitions.
  • Prepare leadership briefings on Movement Relations priorities and support leadership in high-level meetings and engagements.

Operations, Compliance & Knowledge Management

  • Review reports and activity records to assess progress toward Movement Relations goals. Adjust strategies as needed, and ensure compliance with organization policies, donor agreements, and applicable rules and regulations. Document and share best practices and lessons learned.
  • Develop tools and protocols for Movement relationship management, including key messaging and representation guidelines.
  • Oversee financial and budget planning to support efficient operations.
  • Foster collaboration across the American Red Cross, particularly Communications, Government Relations, OGC, and Marketing to enhance messaging impact and promote coherence and complementarity within the Movement.
  • Serve as a focal point for Movement coordination and cooperation. Represent the American Red Cross in Movement meetings and working groups

Leadership & Team Development

  • Supervise and develop staff and volunteers, including recruiting, training, coaching, and performance evaluation.
  • Set individual and team goals, manage change, and allocate resources to ensure the effecting implementation of the Movement Relations priorities.

Qualifications

  • Bachelor's degree required. Advanced degree (master's or higher) in International Development, Public Policy, Nonprofit Management, Law, or related field preferred
  • Minimum 7 years of progressive leadership experience in a strategic advisory, analytical, or project management role required
  • Proven track record of building productive relationships across organizational boundaries
  • Experience managing and coordinating volunteer contributors and cross-functional teams
  • Excellent written and verbal communication skills, with the ability to tailor messaging to different audiences
  • Advanced proficiency with business systems and software including Microsoft Excel, PowerPoint, Power BI, and related tools
  • Comfort working across cultures and time zones with flexibility to adjust working hours as needed within part-time parameters
  • Multilingual capabilities (Spanish, French, Arabic) preferred

PAY INFORMATION: The annual salary range for this position is $110,000 - $120,000. We do not offer an annual bonus for this role. Note that American Red Cross salaries are aligned to the specific geographic location in which the work is primarily performed. Other factors that may be used to determine your actual salary may include your specific skills, how many years of experience you have and comparison to other employees already in this role. **We will review specific salary information at the time of phone screening based upon your location & experience.**
