This role is part of Blue Origin corporate functions, providing centralized support across Blue Origin business unit teams, functions, and locations.

As a Senior Spectrum Strategy & Regulatory Engineer, you will play a pivotal role in shaping the company's radio spectrum program and strategy. You will provide expert advice, develop processes and tools to enhance the spectrum program's impact, support new business growth, and ensure the timely and efficient delivery of technical and regulatory support. Key Responsibilities:
- Serve as a technical resource for regulatory and spectrum interests.
- Perform radio frequency interference and compatibility assessments.
- Assist with terrestrial and satellite frequency coordination.
- Formulate and present technical policy positions.
- Support spectrum licensing efforts.
- Provide strong subject matter expertise on regulations and procedures, ensuring compliance with the Federal Communications Commission (FCC), International Telecommunications Union (ITU), and other relevant regulatory bodies.
- Develop tools and techniques for spectrum licensing and coordination, both domestically (FCC) and internationally (ITU).
- Utilize FCC and ITU terrestrial and satellite databases to explore and create technical data in support of licensing and registration.
- Engage in technical advocacy in front of the FCC, NTIA, and other federal agencies.
- Advise and support Blue Origin's ITU World Radiocommunication Conference activities.
- Establish scalable processes and a robust spectrum strategy focused on identifying, addressing, and monitoring compliance risks.
Qualifications:
- B.S. in Electrical Engineering with a focus on telecommunications.
- 7+ years of combined spectrum engineering and policy experience within a corporation, law firm, and/or government entity.
- Proven experience in identifying and informing compliance procedures and strategy for regulatory requirements.
- Proactive initiative-taker with a high level of motivation and accountability.
- Ability to anticipate needs and opportunities beyond core responsibilities to drive successful outcomes.
- Strong collaboration skills within multidisciplinary teams, fostering open communication, mutual respect, and shared commitment to organizational goals.
- Outstanding verbal and written communication skills, with the ability to convey complex concepts to legal and business executives.
- Calm and composed under pressure, with the ability to react with appropriate urgency to situations requiring quick responses.
- Trusted advisor who maintains productive work relationships, contributes to a culture of inclusion, and provides guidance and advice across all levels of the company.
Desired Qualifications:
- Familiarity with export control regulations, including International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR).
- Experience with internal and external audit programs and requirements.
Compensation Range for: WA applicants is $152,235.00-$213,127.95
