CORE RESPONSIBILITIES AND TASKS:

The HR Compliance and Counseling Manager is accountable for providing compliance guidance and strategic counseling to HR Business Partners (HRBPs) and other stakeholders, as appropriate. This position supports the Company's compliance program and ensures adherence to employment laws and regulations to meet employee relations goals and mitigate financial and reputational risk.

Responsibilities include:

  • Compliance Oversight:
    1. Provide subject matter expertise on employment compliance matters, including non-discrimination laws, affirmative action, work authorization, and state & local requirements
    2. Lead the development, implementation, and monitoring of affirmative action plans (AAPs) and ensure timely and accurate reporting
    3. Support business needs in relation to employment aspects of government and private sector bids and contracts
    4. Respond to and manage compliance audits and other inquiries from federal, state and local administrative agencies and customers
    5. Partner with HRSS to ensure timely and accurate submission of all required government reporting associated with employment matters, including but not limited to submission of EEO-1 and VETS reporting
    6. Monitor changes in employment law and ensure organizational policies and practices remain compliant.
  • HR Counseling:
    1. Serve as a trusted advisor to HRBPs on complex employee relations issues, including reasonable accommodations (disability, pregnancy-related, and religious)
    2. Guide HRBPs through the interactive process and ensure compliance with ADA, Title VII, and other applicable laws
    3. Provide coaching and support to HRBPs on best practices in handling sensitive employee matters
    4. Identify trends and recommend proactive strategies to reduce risk and improve employee relations outcomes
  • Training & Education:
    1. Recommend and develop content for training programs and deliver content as necessary with respect to employee relations matters to support organizational needs
    2. Promote awareness and understanding of compliance obligations and best practices across the organization
    3. Develop and communicate processes and resources to support organizational needs
  • Claims Support:
    1. Cross-train with the Claims Manager to support and respond to employment claims and provide back up support during high-volume periods or staff absences, ensuring continuity and compliance in response efforts
  • Other Related Functions:
    1. Conduct specific research and investigation into employment matters to support compliance and counseling needs
    2. Propose programs, solutions, and systems to support employee relations policy and compliance strategy
    3. Maintain records, prepare reports, and compose correspondence relative to employee relations matters
    4. Assist with special projects, as needed

Minimum Requirements:

  • Have at least a Bachelor's Degree
  • At least two years of experience managing employment compliance and policy-related matters
  • Knowledge of employment laws, regulations, and procedures
  • Have at least one (1) year of experience using Microsoft Office products (e.g. Word, Excel, Power Point, Teams, and/or Outlook)

Preferred Qualifications:

  • Juris Doctorate
  • Licensed to practice law
  • Experience handling matters with government agencies responsible for auditing and enforcing employment and labor laws
  • Experience developing Affirmative Action Plans
  • Experience determining reasonable accommodations under the PWFA, ADA, etc.
  • SHRM Certification
