DESCRIPTION

Implements noncomplex programs, events and / or communication strategies designed to inform key constituencies of institutional programs, activities, policies, and practices.

Provide confidential research, analysis and analytical support for unit staff of UC San Diego's Scripps Institution of Oceanography (SIO) Office of Institutional Planning, Government Relations, Strategic Partnerships, and Events. Research and analysis duties include research of various topics relevant to work with key external constituencies in government and science policy; locate and review congressional testimony, government reports, and agency budgets; prepare synopses and summaries for SIO leadership; draft correspondence; and maintain unit contact, proposal, and funding databases. Assist with the planning of high-level institutional visits from external constituents and meetings, and prepare briefing materials.

QUALIFICATIONS
  • Graduation from college with a major in business administration, economics, statistics, educational administration, political science, or an allied field; or an equivalent combination of education and experience.

  • Knowledge of basic concepts and principles of building and maintaining effective relations with a variety of alumni and other key constituencies.

  • Basic knowledge of the institution, its mission, vision, goals, achievements, policies, and infrastructure.

  • Organizational skills including skill to meet prescribed deadlines; event planning skills.

  • Written, verbal and interpersonal skills, including tact and political acumen to effectively represent the institution.

  • Analytical and critical thinking skills.

  • Applicable computer skills.

  • For staff in Government / Community Relations: basic knowledge of public policy and the legislative process.

  • General knowledge of federal/state/local/private research funding programs and process.

  • General knowledge of state and federal legislative branch committee system; legislative calendar; executive branch and legislative budget process.

  • Knowledge of statutory duties and powers of State of California and US Government constitutional officers, cabinet members, and members of the legislative branch.

  • Experience drafting correspondence, summaries, and reports; ability to type and enter data with reasonable speed and accuracy, and to edit and proofread final products for grammar, spelling, punctuation and typographical errors.

  • High degree of tact, diplomacy, judgment and sensitivity. Demonstrated ability to maintain confidentiality in all matters. Ability to ensure that appropriate standards of courtesy and service are maintained.

  • Knowledge of Federal and State government protocol.

  • Ability to enter, edit, retrieve information, recognize errors, and initiate corrections while using standard software applications, such as Word, Excel, FileMaker Pro, PowerPoint, Adobe applications, mail merge, and e-mail programs. Ability to work on a Macintosh platform.

  • Experience assisting with planning events/meetings from inception to completion.

  • Experience effectively communicating in person, on the phone and in writing to a diverse population including government VIPs, industry representatives, academics, students and staff, etc.

  • Previous experience assisting in the process of preparing presentation and reports.

  • Demonstrated ability to research topics and gather information using the WWW and library resources. Strong knowledge of document conversion processes using Adobe and other programs. General understanding of and comfort with information technology.

  • Demonstrated ability to work and excel in a team environment

  • Knowledge and experience w/ Federal/State/local science/environmental policy issues.

Pay Transparency Act

Annual Full Pay Range: $58,600 - $100,800 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $28.07 - $48.28

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
