Reporting to the Vice President of Quality and Radiological Controls, the Director of Radiological Services is responsible to ensure Electric Boat (EB) Groton Shipyard, Submarine Base New London (SUBASE NLON) Nuclear Regional Maintenance Department (NRMD) and Historic Ship (HS) Nautilus operations are in full compliance with the NAVSEA Radiological Controls Manual. The Director in this role is responsible for ensuring that Electric Boat maintains its authorization to handle Naval Nuclear Propulsion Program (NNPP) radioactive material and equipment. The selected candidate will be required to provide oversight of all new construction, maintenance and overhaul/repair activities involving radiological controls. The selected candidate will be responsible to managing the day to day operations of Radiological Services, consisting of the four following functional areas: 1) Radiological Controls Operations and Training; 2) Radiological Health and Dosimetry; 3) Radiological Engineering; and 4) Emergency Planning, which includes the Radiological Emergency Response Organization (RERO).

Responsibilities Include:

    Act as the NNPP representative for all interfaces and communications concerning radiological issues with Local, State and Regional Federal Officials for the Shipyard and NRMD
  • Radiological Controls oversight to ensure that radiological work is properly executed in accordance with NAVSEA 389-0288 and validates the technical direction/control is appropriate based on in-process radiological data including oversight of technical work documents prepared by nuclear engineering, non-nuclear engineering and ships force
  • Radiological casualty response (including training and drills) at Groton Shipyard, SUBASE NLON/NRMD and HS Nautilus
  • Periodic surveillance of Ships Force radiological work conducted on ships at Groton Shipyard and SUBASE NLON
  • Direct oversight of all HS Nautilus radiological work and training
  • Oversight of all Radioactive Material at Groton Shipyard and SUBASE NLON, including forces afloat units
  • Ensuring Radiation Worker and Radiological Controls Technician Training Programs for NRMD, SUBASE NLON, Ships Force and EB personnel is accomplished to the standards associated with NNPP
  • Radiological Environmental monitoring of air, water, soils, river sediment at Groton Shipyard and SUBASE NLON. Includes support of Connecticut (CT) State Department of Energy and Environmental Protection (DEEP) annual harbor/river sampling and annual reporting to CT and Environmental Protection Agency (EPA)
  • Responsible for EB / SUBASE NLON Emergency Control Center, including qualification as the ECC Director and Team Leader of the Command Group aid/manage activities surrounding all hazards such as Severe Weather Emergencies, fire, etc.
  • Operation of sample analysis laboratories at the Shipyard and SUBASE NLON in support of nuclear overhaul and repair work as well as the environmental monitoring program
  • Dosimetry Investigations (including Industrial Radiography operations)
  • Personnel/Medical Decontamination Facilities and medical records oversight
  • Groton Shipyard Nuclear Regulatory Commission Personnel/Public/Legal Interfaces associated with claims or concerns
  • All radioactive material/waste shipments from Groton Shipyard and SUBASE NLON to certified Disposal Sites
  • Maintaining Dosimetry Operations ISO 17025 Accreditation by the National Institute of Standards and Technology (NIST) Providing personnel monitoring services for all Groton Shipyard, SUBASE NLON, forces afloat (~18 Submarines) and NNPP visitors to the Local Geographic area Annually processing ~35,000 Thermo-Luminescent Dosimeters (TLDs) for dose of record
  • Radiac calibration program and equipment associated with Chronos ram release processes, field monitoring equipment and instruments for Rad Con and Radiography
  • Supporting annual audits by NAVSEA 08, Navy Bureau of Medicine (BUMED) and Biennially NIST
    Supporting the CT State (DEEP) emergency response for Millstone Power Station casualties - Quarterly Drills/Exercises
  • Conducting outreach briefings and training sessions with Federal, State, local officials, local emergency managers, local hospitals and fire departments
  • Maintaining active Memorandums of Agreement for the EB with the US Coast Guard, L+M and Backus Hospitals

In this role you must qualify as a Radiation worker and as the Emergency Control Center Director



Qualifications

Requirements:

  • 10+ years of Naval Nuclear Propulsion Program related Radiological or Nuclear Experience
  • 3+ years of experience as a manager
  • Bachelor's degree in engineering or related science
  • Extensive knowledge of problem resolution
  • Experience overseeing the work of others (e.g., surveillance, Program Office, RadCon, Inspection, Audit)
  • Secret clearance is required

Preferred:

  • Extensive experience and knowledge of Radiological and/or Nuclear Submarine construction and maintenance with an established track record of success
  • Strong relationship with Naval Reactors
  • Demonstrated employee development success
  • Ability to problem solve on a strategic level to drive organizational performance
  • Ability to communicate in a logical manner and influence others
  • Demonstrated ability to uphold standards in a high pressure environment
  • Financial acumen
