Position Summary

Perform advanced data creation, update, and maintenance using Prine William Water's Asset Registry workflows. Serve as a senior data technician and assist, mentor, and review the work of team members within the Department of Data Management (DM). Perform various progressive technical tasks in support of DM, Records, and/or GIS Administration programs assisting with varying technical projects using industry-recognized best practices. Demonstrates a commitment and supports a culture of diversity, equity and inclusion.


Position Responsibilities / Essential Job Functions

Shared Position Responsibilities/Essential Job Functions - Data Management, Records, and GIS Administration:

  • Posse all items listed in the Data Technician I Job Description.
  • Demonstrate a basic understanding of the line of business (processes and workflows) for various Prince William Water divisions as designated.
  • Respond to internal and external customer requests for mapping products, gather customer requirements, and prepare cartographic and records information for delivery.
  • Create complex spatial and tabular visualizations and inform visualizations in Prince William Waters apps and dashboards (i.e., well-constructed summary reporting via appropriate graphing, cartography (map products), and tableau dashboard summaries).
  • Develop spatial database tables for testing, analysis, or map creation.
  • Use agile methodology for sprint cycles.
  • Conduct software testing as related to software development.
  • Identify and trace water and sewer networks (i.e., identify areas affected if a valve is shut down).
  • Identify OFIs and draft associated PDCA documents for key work processes.
  • Configure editing templates and MXDs to auto-populate information for various tasks.
  • Perform tasks assigned in a continuous improvement process (Kaizen - GIS Web App Improvement Cycle).
  • Create quality control inspection and testing plans for other divisions for structured and unstructured data.
  • Conduct individual and/or group classes and software training.
  • Demonstrate the following project lead/management skills and abilities:
    1. Lead specific tasks and delegate activities within a project life cycle;
    2. Identify risks and dependencies in projects, and between operational tasks and ongoing projects;
    3. Work independently to break tasks in a project life cycle into activities, schedules (i.e., plan durations), etc.; and
    4. Lead and facilitate collaborative, productive, and efficient project group meetings.
  • Independently troubleshoot a risk (i.e., look for it, identify when it is happening, and use the response plan for mitigation).
  • Mentor and review the work of team members.
  • Conduct statistical analysis (i.e., parametric testing, geo-statistical analysis, variance,) using business data.
  • Demonstrate advanced analytical skills including:
    1. Think critically: use deductive reasoning, assess risk, identify financial improvement; and
    2. Analyze data: conduct summary analysis from statistical, spatial, and geo-statistical analyses and GIS extensions, extracting and applying meaningful data from analysis and using summary data in reports; compare, contrast, and analyze multiple/large data volume and sources; and conduct cross-referencing and locate trends.

Additional Position Responsibilities/Essential Job Functions - Data Management only:
  • Perform, improve, and document full production key business processes.
  • Develop SLAs and SOPs for GIS Production processes.
  • Administer ArcGIS Data Reviewer (i.e., develop checks, run tests, enable extensions, create databases).
  • Participate in record review meetings (i.e., offer ideas, suggestions, findings).
  • Review and adjust CAD files (i.e., adjusting their projection) as needed by the department.
  • Consult the updated Utility Standards Manual as reference material for GIS editing.
  • Validate GIS or CMMS data against business logic related to collection and distribution networks (i.e., tee main size, sewer flow direction is wrong).
  • Identify and document system-wide data inconsistencies for review.
  • Write simple scripts using Python and PSQL that perform a single task.
  • Demonstrate knowledge of database design best practices including how to design for the three degrees of cardinality.
  • Set up a versioning workflow in the test database to test tools and new workflows.
Additional Position Responsibilities/Essential Job Functions - Records only:
  • Develop SLAs and SOPs for records processes.
  • Perform complex record revisions.
  • Adjust, improve, and document task management tools and workflows related to records processes.
  • Develop SOP and SLAs for Records processes.
  • Perform CIP-related records work.
  • Perform records projects and process creation and improvement related to vertical assets.
Additional Position Responsibilities/Essential Job Functions - GIS Administration only:
  • Configure database clients successfully (Oracle: Instant/Full).
  • Perform installations and configurations of ArcGIS desktop software.
  • Use Oracle Apex (i.e., setup); SQL Developer, TOAD, SQLPlus, PyWin; and LucidChart, Visio, GitHub (i.e., diagramming).
  • Publish varying services using ArcGIS Server.
  • Share online content using ArcGIS Pro or ArcMap to ArcGIS Online or ArcGIS Portal.
  • Conduct advanced data analysis (i.e., spatial and tabular analysis).
  • Conduct QAQC of data from CWX records to determine workload and issues.
  • Conduct analysis generating decision-making information between systems.
  • Write and develop simple scripts using Python and PSQL that perform a single task.
  • Create and/or refine existing graphs and charts using Tableau.
  • Demonstrate knowledge of database design best practices including how to design for the three degrees of cardinality.
  • Set up a versioning workflow in the test database to test tools and new workflows.
  • Develop SOPs and SLAs for GIS Admin processes (Kaizen, and Web Application Development and Maintenance).


Essential Skills and Experience

Essential Competencies:

  • Demonstrate knowledge of geodatabase versioning workflows and the ability to learn and demonstrate SDE versioning data flows.
  • Demonstrate knowledge of EAM's data quality management plan and the flow of data from the GIS Database to the master data repository and /or GIS App data repository.
Minimum Education and Work Experience:
  • Associate's degree in Geography, GIS, Engineering, Computer Science (or related field) or four years of relevant experience (i.e., GIS, CAD, GPS).
  • At least two years of relevant experience.
  • Or a combination of education and experience as described above.
Required Licenses/Certifications and Other Special Requirements:
  • None.
Minimum Lead/Supervisory or Management Experience:
  • None.
