Position summary:

In this role you will be directly responsible for the development and editing of complex regulatory filings and assist in drafting comments to regulatory proceedings. This role is responsible for the development and support of key messages for presentations to external regulatory agencies and legislative committees, including researching, advocating and supporting the Company position on various regulatory policies. Support and assist in the development of responses to discovery requests on a timely basis. Assist in development of pre-filed testimony for regulatory proceedings and comments for regulatory rule makings. Supporting multiple projects while delivering high quality work and managing priorities in an effective manner. This role will directly support the Regulatory Manager with analysis and research that support regulatory reporting and compliance filings.

Pay Range: $90,900 - $136,500 (This posting includes the full pay range for this position. Pay is based on a number of factors and may vary depending on job-related knowledge, skills, experience, and internal equity.)

Reporting Relationship: Director of Regulatory

Location: Lakewood, Colorado

Essential Functions:
* Perform complex data analysis to inform decision making, design and file financial models for concurrent cost recovery riders and adjustments clauses.
* Research and communicate the proper interpretation of rates, rules, and the terms and conditions of service to personnel through written and verbal communications.
* Develop and maintain documentation program that accurately documents department procedures and the regulatory process.
* Monitor filing due dates and plan resources to meet all deadlines accurately and on time.
* Assist with the preparation and development of new initiatives that increase revenue opportunity or decrease expenses associated with the regulatory process.
* Testify before regulatory commissions as an expert in support of filings.
* Analyze and interpret company financial and statistical data used in all studies.
* Monitor, review and analyze federal and state regulatory requirements and industry issues for electric and gas operations and keep department leadership apprised of findings.
* Support customer service with the implementation of tariff changes and/or new tariffs.
* Assist financial managers with forecasting rider investment, cost and corresponding revenues.

Additional Responsibilities:
* Support various internal task force groups in order to develop and implement the Company's strategic action plans.
* Support utility efforts to respond to customer complaints to the commissions.
* Assist in the development of rate strategies and rate design that will optimize company profitability.
* Assist in the development of communication plans to inform customers of changes in services and rates.

What Is Required:
* Bachelor's Degree in a relevant field, such as Engineering, Business, Accounting, Finance, Economics or equivalent combination of education and experience is required.
* Minimum of 5 years of related experience in utility operations, finance and accountant, economics or regulatory commission support.

What Is Desired:
* Master's Degree in a relevant field, such as Engineering, Business, etc. is desired.
* Utility compliance filings design experience strongly
* Proficient understanding of the utility regulatory process and rate analysis for both gas and electric utility service.
* In-depth knowledge of accounting and financial concepts.
* Excellent oral and written communication skills.
* Excellent user capabilities within the Excel software.
* Demonstrated ability in developing and maintaining project schedules.
* Ability to prioritize and organize work.
* Ability to manage multiple tasks/projects.
* Ability to perform complex analysis.
* Ability to demonstrate initiative and to work independently as well as with a team.
