Overview

BAI, a defense contractor, is seeking a Cooperative Foreign Military Sales Analyst/Management Analyst professional with 3+ years of experience for a Department of Defense (DoD) program in Patuxent River, MD. Responsibilities

    Program/project/management analyst specifically for FMS, security assistance, or security cooperation program
  • At least 2 years demonstrated experience with FMS casework. Supports the efforts and actions of the Case Manager/Program Managers/Team Lead for various FMS programs
  • With other members of the Security Cooperation team, and under direction of the Case Manager/Program Manager/Team Leads, assists the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual, and the ITAR as well as applicable DoD Acquisition policy guidance
  • Articulates LOA case issues, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Prepares, coordinates, and performs a technical review of FMS and Building Partner Capacity (BPC) contractual agreements (LOAs, Amendments and Modifications) to ensure conformance to existing policies and procedures. Supports FMS system or United States Government transfers, and sales or leases of defense article and services to foreign countries and international organizations relating to all DoD and U.S. Military services. Builds relationships with Security Cooperation stakeholders to develop, integrate, prioritize, and report requirements
  • Functional Description:
  • Applies analytic techniques in the evaluation of program/project objectives
  • Analyzes requirements, status, budget, and schedules
  • Performs management, technical, and business case analyses
  • Collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs
  • Tracks program/project status and schedules
  • Applies Government-instituted processes for documentation, change control management and data management
  • Supports the efforts and actions of the Case Manager/Program Managers/Team Lead for various FMS programs
  • Assists in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual, and ITAR

Desired Experience:

  • Experience performing the duties of program/project/management analyst specifically for FMS, security assistance, or security cooperation program
  • Experience supporting Cooperative Program Managers/Team Leads for Cooperative programs
  • Experience with Cooperative Management processes for analyzing and managing FMS and Cooperative casework
  • Knowledge of Arms Export Control Act and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance
  • At least 2 years demonstrated experience with FMS casework


Qualifications

  • Proficiency with Microsoft Office Professional Plus 2016, Microsoft Project 2016, Adobe Acrobat XI
  • Capability for Internet and Local Area Network (LAN) communications with PMA-234
  • Ability to support meetings and travel (CONUS and OCONUS) as required
  • Knowledge of Defense Security Assistance Management System (DSAMS)
  • Experience with Letters of Offer and Acceptance (LOA), Amendments, and Modifications

EDUCATION

BA or BS degree in international relations, business administration, political science, economics, or other relevant discipline supporting international programs and foreign military sales.

ALLOWABLE SUBSTITUTION:

Associate's degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor's degree.

OR

Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor's degree.

CLEARANCE

Condition of employment - The applicant must have and maintain a DoD Secret Security Clearance; be found eligible for TS. All applicants selected will be subject to a security investigation and must meet eligibility requirements for access to classified information.

CITIZENSHIP

The applicant must have US citizenship at the time of application.
