The Role

This position leverages an in-depth understanding of Lumen's target customer business needs, technical requirements, and competitive environment to provide comprehensive solutions and Statements of Work (SoWs). The role is accountable for Lumen's custom services solution strategy, including scoping solutions, determining levels of effort (LoE), and project schedules (WBS and Implementation). The focus is on a broad range of technology services, including SAP, Cloud and Infrastructure Consulting, Network Consulting, Migration Consulting, Service Management, Custom Implementation, and more. This leader has a team of direct reports, each working multiple opportunities at any given time.

The Main Responsibilities
  • Collaborate with Sales to identify and capture revenue, cross-sell, and upsell opportunities for new and existing customers.
  • Develop and present comprehensive service solutions utilizing Lumen capabilities and ecosystem partners.
  • Write and ensure the quality and completeness of Statements of Work (SoWs), Basis of Estimates (BOEs and Program Schedules) and ROM Proposals.
  • Contribute to the creation of reusable knowledge artifacts for Lumen custom services.
  • Provide oversight, coordination, and planning for technical solution teams.
  • Lead and support the development of Engineering Change Proposals, RFPs, SoWs, and RFIs to ensure responses are compliant and competitive.
  • Manage program planning, development of supporting content, and cost information for proposals.
  • Assess and mitigate operational risks and issues, escalating as required.
  • Develop and implement methodologies, procedures, and systems to manage quality and continuous improvement.
  • Compile data and present comprehensive program reviews to internal and external customers to include presentations to internal and external executive level leadership
  • Qualifications:
  • Strong communications and interpersonal skills required for engaging front line vendors, customers, and internal stakeholders.
  • Minimum 15+ years of progressive experience in Government Contracting, including 3 to 5 years in consulting/business development, technical management, and/or Program Office experience.
  • Ability to quickly scan through RFPs, create, and drive solutions and SoWs.
  • Strong planning, decision-making, and problem-solving skills.
  • Ability to work in a high-paced environment with changing priorities while managing multiple parallel opportunities.
  • Proficiency in MS Office Suite (Word, Excel, PowerPoint, and Project).
  • Detail-oriented solution development and SoW creation following the SMART framework.
  • Consultative mindset to understand customer requirements and create appropriate solutions.
What We Look For in a Candidate
  • Demonstrated success in pre-sales support for consulting and professional services opportunities.
  • Industry knowledge of Professional Security Services, SAP, migrations, SLAs, cloud platforms (AWS, Azure), managed hosting, colocation, datacenter operations, ITIL/ITSM, and IT Services.
  • Bachelor of Science degree preferred.
  • US Citizenship required; Active Secret or SCI access desired.
  • Must maintain eligibility requirements for access to classified information (applicants selected will be subject to a government security re-investigation)

Compensation

This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.

Location Based Pay Ranges:

$129,639 - $172,852 in these states: AL, AR, AZ, FL, GA, IA, ID, IN, KS, KY, LA, ME, MO, MS, MT, ND, NE, NM, OH, OK, PA, SC, SD, TN, UT, VT, WI, WV, and WY.
$136,121 - $181,494 in these states: CO, HI, MI, MN, NC, NH, NV, OR, and RI.
$142,603 - $190,137 in these states: AK, CA, CT, DC, DE, IL, MA, MD, NJ, NY, TX, VA, and WA.
