About the Role
This position at the District Office relies heavily on relational database management and advanced SQL knowledge, skills, and experience. This position is part of the District Office of Research, Planning, and Institutional Effectiveness and requires close collaboration with the IT department to ensure data integrity, system functionality, and user support. The incumbent serves as the primary functional lead for designing, implementing, and maintaining the enterprise data warehouse, and is responsible for the development and maintenance of Extract, Transform, Load (ETL) processes and data pipelines to ensure data quality and reliability. This position needs to have experience in managing, upgrading, and migrating databases and applications in Enterprise Resource Planning (ERP) systems preferably Ellucian/Banner. The position needs to have extensive experience programming in PL/SQL and be able to quickly and efficiently produce both SQL queries and custom PL/SQL code, have working knowledge of Unix and Java, and experience with designing, building, installing, configuring, and supporting database servers and applications (e.g., SQL Server, Oracle Database, MySQL).

Summary
Programs, designs and develops reporting applications and data structures using efficient algorithms to integrate information for users. Provides support and expertise in the area of web integration and applications.

Distinguishing Career Features
The position requires the capability to consult with users from multiple functions, participate in and lead projects involving department stakeholders, and committees. Design, write, and troubleshoot computer-aided dashboards, tools, and applications that contribute to 'best practices' work efficiency.

Essential Duties and Responsibilities
Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:
1. Maintains the cloud-based ERP operational data warehouse (ODS) and ERP reporting applications. This includes the data structures and algorithms for extracting, transforming, and loading data to support District-wide operational and strategic reporting. Integrates database systems and applications with existing data warehouses including, but not limited to the District-wide ERP and third-party applications/databases. Create or modify baseline and custom ERP reporting applications and processes. Develops queries to relational databases that operate on various platforms for the purpose of extracting, transforming, and loading data into common formats. Participates in designing databases and developing queries.
2. Prepares documentation of applications and modifications to the ERP reporting environment.
3. Performs scripting and programming to support web portal and dashboard presentation of key institutional metrics.
4. Participates in discussions with stakeholders to identify and develop user specifications, display formats, and structures that guide reporting-related application development.
5. Assists in the development and maintenance of policies, planning, and design for data display. Recommends and programs user friendly navigation structures.
6. Develops test cases and testing approaches coordinates and evaluates the results of testing processes. Ensures reporting system and data integrity.
7. Coordinates with others matters such as, but not limited to, systems security and permissions, backup and recovery for systems and applications, hardware and software planning. Provides expertise in the area of web integration and applications.
8. Coordinates reviews of new ERP reporting-related application releases, upgrades, and patches. Reviews and expands on documentation to identify affected components and processes, identifying impacts of changes and assessing integration issues.
9. Remains current on new technology and emerging industry trends. Presents new ideas, best practices, and innovative solutions forward in order to improve upon the user experience and ERP reporting effectiveness.
10. Provides training and support to enhance the ability of staff to use the ERP reporting and analytic tools, and decision support systems.
11. May establish standards and contribute to reviews of work of assigned staff.
12. Performs other related duties as assigned that support the objective of the position.
13. Required to abide by all District policies and procedures including Board Policy 3050 - Code of Professional Ethics.

1. The position requires specialized knowledge of the principles of, and techniques used for design and maintenance of ERP database and reporting applications that provide summary and trending information, enable data analytics, and support visual display of data.
2. Requires in-depth knowledge and skills in programming and scripting languages to perform customized data management.
3. Requires in-depth knowledge of software browsers, ERP design, and transactions.
4. Requires in-depth knowledge of structured query language (SQL).
5. Requires knowledge of internet protocols, e.g. Transmission Control Protocol/Internet Protocol (TCP/IP).
6. Requires specialized knowledge of relational database concepts, operational data stores, design techniques, and tools used for web-based data storage and communications.
7. Requires in-depth knowledge of computer file methods, structured testing techniques, and programming languages used by the District to support ERP, or others currently in industry use.
8. Requires in-depth knowledge of object-oriented software development techniques and tools.
9. Requires working knowledge of business practices sufficient to develop information systems and work process flow charts, ultimately leading to custom applications.
10. Requires advanced technical writing skills to document applications and instructional content.
11. Requires problem solving and analytical skills.
12. Requires well-developed human relations skills to facilitate small group processes, conduct training, provide technical support, and apply understandable lines of questioning when trying to understand department needs or problems.

14. Requires the ability to prioritize work in order to meet deadlines and maintain schedules.

Education and Experience
The position typically requires a Bachelor's degree in Computer Science, Management Information Systems, or a related field. Alternatively, an Associate's degree in Computer Science or a related field, and six years of experience with web development using new web-related technologies. Industry certifications may also substitute for some higher education. Or, any combination of education and experience which would provide the required equivalent
qualifications for the position.

Conditions of Employment

This is a permanent, general funded, full-time, 12-months per year classified position. The normal hours of work will be Monday through Friday 8:00 am to 5:00 pm, with the flexibility to occasionally work extended hours and/or weekends, if necessary, to meet the department's needs. The effective date of employment will be arranged with the supervisor. The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee. (Salary Schedule: EE-125)

Pay Philosophy:
