THE POSITION

Cambria County Children & Youth Services (CYS) is looking for an outgoing individual to serve as the lead fiscal staff in the agency. DESCRIPTION OF WORK

In this key fiscal leadership role for Cambria County CYS, you will be responsible for supervising fiscal technicians and accountants as well as ensuring that all fiscal and accounting tasks are completed within established timeframes. This includes assigning work, preparing training materials, conducting staff training, and monitoring assigned projects.

You will be expected to prepare the agency's state and county budgets for Children & Youth and Juvenile Probation, oversee the completion of expenditure reports and agency specific mandated reports, as well as assist with preparations and participate in required audits. Work also involves overseeing all grants obtained by the agency, ensuring regulations governing each are followed and preparing financial reports for submission to state offices. Additionally, you will provide administrative guidance to the agency's professional staff for the completion of mandated forms relating to financial matters.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You will not have the option to telework in this position.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a County Fiscal Officer 1; or
  • Two years of accounting and/or budgetary experience and a business-related bachelor's degree that includes six college credits in accounting; or
  • Four years of accounting and/or budgetary experience and a business-related associate's degree that includes six college credits in accounting; or
  • An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.

  • Hiring preference for this vacancy may be given to candidates who live within Cambria County. If no eligible candidates who live within Cambria County apply for this position, candidates who reside in other counties may be considered.
  • You must be able to perform essential job functions.

  • You must pass a background investigation.
  • A conditional offer of employment will require a medical examination and a drug screening.
  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
