Job Description

The Military Technology and Operational Utility Assessor plays a critical role in evaluating the effectiveness, suitability, and impact of emerging technologies, legacy systems, and proposed operational concepts within a defense context. This role involves advanced analytical and technical support, rigorous experimentation, and assessments that inform strategic decisions on capability development and technology implementation. The Assessor collaborates with engineers, operators, and acquisition professionals to deliver objective, data-driven insights that shape future military effectiveness.

Responsibilities:

Technology Assessment:



  • Conduct in-depth evaluations of emerging and existing technologies, including AI, autonomous systems, cyber capabilities, advanced materials, communications systems, and weapon systems.
  • Analyze technical specifications, performance data, and potential limitations relative to operational environments and military requirements.
  • Develop and execute test and evaluation plans using modeling and simulation, lab experiments, and field trials to determine performance and maturity.
  • Research, identify, and recommend emerging technologies that could improve current military capabilities or processes.
  • Maintain current knowledge of relevant technologies and trends within the defense and national security sectors.


Operational Utility Assessment:



  • Assess the military utility and effectiveness of new or evolving operational concepts, tactics, techniques, and procedures (TTPs).
  • Evaluate the integration of new technologies into current workflows, force structures, and operational strategies.
  • Apply and refine methodologies for measuring operational effectiveness, survivability, and mission success.
  • Conduct scenario-based analyses, including war games and exercises, to explore operational impacts.
  • Identify and recommend opportunities for innovation and enhancement of operational capabilities.


Data Analysis and Reporting:



  • Gather, process, and analyze operational and experimental data to support assessments and decision-making.
  • Develop and present clear, data-driven reports, system documentation, and briefings for senior leaders and key stakeholders.
  • Create and update documentation such as system procedures, technical presentations, and training materials.
  • Clearly communicate findings to both technical and non-technical audiences and document methodologies and assumptions used.


Collaboration and Communication:



  • Collaborate with cross-functional teams including technical experts, acquisition personnel, operators, and subject matter experts.
  • Participate in working groups, technical interchange meetings, and program reviews.
  • Provide advanced analytical insight and tactical/operational expertise to project teams.
  • Build and maintain strong working relationships with internal and external stakeholders.
  • Provide guidance and work leadership to junior or less-experienced staff; may hold supervisory responsibilities.


Methodology Development and Innovation:



  • Contribute to the development, refinement, and application of assessment tools, methodologies, and best practices.
  • Support systems design and evaluation activities to ensure alignment with operational goals.
  • Ensure analytical rigor and objectivity in all assessment activities.


Additional Duties:



  • Perform other related duties in support of organizational and client objectives.

Job Requirements

  • Former U.S. Army or Marine Corps Infantry, Artillery, Cavalry, Combat Engineer or Special Operations officer, warrant officer, or NCO with experience leading a team, squad, platoon or company.
  • 10+ years of related experience.
  • Minimum of 4 years of experience in technology assessment, operational analysis, military operations, research and development, or a closely related field.
  • Experience designing and executing test and evaluation plans is highly desirable.
  • Familiarity with military systems, operations, and acquisition processes is strongly preferred.
  • Experience using modeling and simulation tools and techniques is a plus.
  • Strong analytical thinking and problem-solving capabilities.
  • Excellent written and verbal communication skills, with the ability to clearly convey complex technical and operational information.
  • Proficiency in data analysis and statistical methods.
  • Demonstrated ability to work both independently and collaboratively within multidisciplinary teams.
  • Strong organizational and time management skills.
  • Ability to interpret technical documentation and operational requirements.
  • Familiarity with relevant military standards and regulations.
  • Proficiency in relevant software applications (e.g., Microsoft Office Suite, statistical analysis software, modeling and simulation tools).
  • Strong ethical principles and commitment to objective analysis.
  • Intellectual curiosity and eagerness to learn new technologies and operational concepts.
  • Ability to adapt to changing priorities and requirements.
  • Excellent attention to detail and accuracy.


Preferred Qualifications:



  • Associate's degree in a relevant technical field (e.g., Engineering, Computer Science, Physics) or operational discipline (e.g., Military Studies, Operations Research, National Security Studies),
  • Specific domain expertise in areas relevant to the organization's mission (e.g., cyber warfare, electronic warfare, aerospace systems, ground combat).
  • Experience with specific military platforms or systems.
  • Formal training in test and evaluation or operations research.
  • Experience handling classified information and security protocols.


Travel Requirements:




  • Frequent travel may be necessary, including CONUS and OCONUS trips lasting from 1 to 4 weeks.
