Job Description

We're seeking a Senior Acquisition Specialist to support a prominent Navy acquisition program. In this pivotal role, you'll partner closely with senior program leaders to drive strategic analysis, monitor key initiatives, and influence the direction of cutting-edge Research, Development, Test, and Evaluation (RDT&E) efforts. This position offers the chance to contribute to mission-critical projects, work with top-tier talent, and enhance acquisition processes that make a lasting impact.

This is a full-time position at NAVSEA Headquarters located at the Washington Navy Yard in the District of Columbia. Some work may be performed at our office HQ, located in Crystal City, VA. Some telework may be permitted, as circumstances warrant.

Responsibilities include but are not limited to:

  • Respond to meeting requests and other assigned tasks within 24 hours of notice, ensuring timely support and coordination.
  • Deliver acquisition and program management assistance for Department of Defense (DoD) SBIR/STTR initiatives, maintaining adherence to relevant policies and procedures while promoting efficient execution.
  • Evaluate program progress, oversee financial tracking and contractual obligations for R&D projects, and assist with overall program alignment.
  • Spearhead outreach efforts and support technology transition by building relationships with key stakeholders and encouraging paths to commercialization.
  • Create detailed reports, presentations, and strategic insights aimed at refining acquisition workflows and ensuring policy alignment for SBIR/STTR programs.
  • Promote strong partnerships among DoD stakeholders, small businesses, and research organizations to maximize program effectiveness and innovation outcomes.

Here's what you need:

  • Master's degree in Business, Management, or equivalent.
  • At least ten (10) years of experience, the last two (2) years of which must have been in support of DoD or component-level SBIR/STTR Programs, in PEO acquisition programs related to systems acquisition, including logistics, research and development, configuration management or systems analysis/design.
  • Demonstrated success in R&D and technology acquisition with one (1) or more of the following areas: program management, systems engineering, major system acquisitions, financial management, or test and evaluation.
  • Proficiency and/or familiarity with 15 USC 638, SBA SBIR/STTR Policy Directives, the DoD and SECNAV 5000 acquisition series, ASN (RDA) SBIR/STTR policies, and Federal and DoD acquisition regulations.
  • Must have demonstrated knowledge in one (1) or more of the following areas: system acquisition, acquisition documentation, and risk analysis and management.
  • Keen written and verbal communication skills; ability to produce concise and properly edited products that clearly and logically convey complex information and ideas is crucial.

Compensation and Benefits:

The projected compensation range for this position is $130,700 - $150,000. There are numerous factors that can impact a final salary/hourly rate including, but not limited to, relevant work experience, skills and competencies that align to the role, work location, education/certifications, and a contract's Labor Categories.
