BID/JOB ANNOUNCEMENT BUSINESS ANALYST Department of Technology and Innovation Bureau of Planning Number of Positions: 1 (Additional vacancies are possible pending budget approval) Starting Annual Salary: $73,140 This position is open to the public and all current City employees covered under the City's collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNIT 1, 3, 4 & 5. Select your correct bargaining unit FAILURE TO FOLLOW THESE INSTRUCTIONS WILL RESULT IN A REJECTED BID APPLICATION Applications for this position will be accepted beginning 4-30-25 until 11:59pm 5-14-25 Under supervision, the position will be within the division of Planning to perform various duties including identifying, defining, and documenting business processes and software requirements to be developed as software; and performing related duties as required. Essential Duties: * Gather business requirements through interviews, workshops, and other methods * Translate user needs into detailed functional requirements * Evaluate technical options and communicate trade-offs to stakeholders * Facilitate prioritization of requirements among competing stakeholder needs * Create essential documentation including process flows and scope documents * Review deliverables to ensure requirements are correctly implemented * Identify process inefficiencies and improvement opportunities * Create and maintain presentations for the Technology Strategy Group as well as the Architecture Team * Serves as a liaison between business and IT teams by facilitating communications and determining software objectives that align with stated and unstated business needs * Uses a variety of techniques to understand business requirements, such as interviews, workshops, surveys, site visits, and storyboards * Understands technical options, limitations, costs, and risks. Communicate trade-offs to business partners and works with them to shape requirements accordingly * Translates conceptual user requirements into clear, detailed functional requirements * Creates artifacts as appropriate, including business case documentation, scope documentation, and process flows * Supports Planning and Delivery teams as they develop, test, and deploy solutions * Reviews Planning and Delivery team outputs to ensure requirements are correctly interpreted; defines and executes test cases * Documents current processes and models to understand inefficiencies or gaps * Receives, reviews, and prioritizes internal and external information requests * Performs technical and analytical functions using electronic software tools Additional duties may be required for this position. Graduation from an accredited college or university with a Bachelor's degree plus two (2) years' work experience in business analysis or system analysis, or an equivalent combination of education, training, and experience. NOTE: A copy of your official transcripts, professional license, or training certificates will be required at the time of interview, if applicable. Selection Requirements: This position requires applicants to complete an interview. The interviewed bidders possessing the qualifications best suited to fulfill the responsibilities of the position will be selected in seniority order according to the collective bargaining agreement. The interviewed external candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected.
