If so, we 're looking for someone like you to join our Contracts Management team at APL.

We are seeking a Cost/Pricing Specialist to work with APL's Chief Estimator to provide the leadership, guidance and training necessary to maintain APL 's government approved Cost Estimating System, and ensure consistency and accuracy across a range of cost proposals supporting a portfolio of federal contracts and grants within the Business, Construction and Facilities Department (BCFD), Contracts & Asset Management Group. You will work closely with Contracts Managers and other staff within APL 's Sector 's/Department's Accounting and Finance organizations, as well as, APL's sponsors and government auditing officials.

As the Cost/Pricing Specialist, you will be responsible for...

  • Providing hands-on support to Financial Managers during cost proposal preparation, and reviewing final proposals to ensure conformity with a range of requirements notably FAR, Truthful Cost or Pricing Data (TINA), APL cost estimating procedures, and customer solicitation requirements.
  • Partnering with APL Financial Management leadership to provide training, systems and other resources promoting an understanding of cost estimating best practices, consistent application of APL rates, and development of high-quality cost proposals.
  • Performing special projects and other activities, including but not limited to rate analysis and development, proposal development and status reporting, Truthful Cost or Pricing Data certifications, and Cost Estimating Manual maintenance.
  • Partnering with APL's Audit Liaison to support DCAA and DCMA proposal and system audits.

Qualifications

You meet our minimum qualifications for the job if you...

  • Possess a B.S. Degree in Business or related field, plus a minimum of 3 years of relevant professional experience with a federal government contractor, and demonstrated expertise with cost estimating and complex proposal development.
  • Have comprehensive knowledge of federal government contracting, Cost Accounting Standards and Federal Acquisition Regulations, particularly Truthful Cost or Pricing Data (TINA), FAR Part 15, and DFARS proposal adequacy requirements.
  • Have experience in contract negotiation support and interface with government audit agencies.
  • Are highly motivated and self-starting, with exceptional problem solving, communications and customer service skills
  • Have demonstrated effectiveness interacting at all organizational levels
  • Are persistent in pursuit of continuous improvement, and adept at applying innovative, technology-based solutions to problems large and small
  • Are highly proficient with the MS Office suite of software
  • Hold US Citizenship or permanent resident status, as required to access APL's facilities and networks, subject to applicable laws.

  • Experience with Oracle Hyperion Financial Management.
  • Hands-on federal Contract or Subcontract Management experience, DoD-focused.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
