The Manager of Budget and Purchasing will lead a talented team of approximately 12 professional staff in a fast-paced environment.
Your Impact
- Support the team goals first. An unbiased supporter and advocate for all staff.
- Mentor, train, and provide development opportunities for team members.
- Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods.
- Oversee the budget and procurement functions in the City including the preparation of the City budget, fiscal impact analyses, and administration of citywide competitive bidding process and contract.
- Prepare the City's Long Term Financial Plan.
- Conduct cost studies and fee analyses.
- Collaborate effectively with staff from various departments, outside entities, Finance Commissioners, City Manager, and various other department agencies.
- Innovative and strategic thinker who can implement improvements to service delivery.

Minimum Qualifications
- Bachelor's degree in Accounting, Finance, Public Administration, Business, Management, or a related field.
- Six (6) years of experience directly related to the preparation and administration of budgets and strategic business plans in a municipal government setting or any combination of education and experience that provides equivalent knowledge, skills and abilities.

Administrative Services is committed to sound fiscal stewardship in maximizing the City's ability to deliver high-quality services to the community. The department consists of six areas: Administration, Fiscal Services, Budget and Strategic Planning, Purchasing, Information Technology, and Geographical Information Systems (GIS). The Manager of Budget and Purchasing will oversee the Budget and Purchasing division.
The Budget and Purchasing divisions oversee the following functions:
- Budget Development and Management
- Fiscal Analysis
- Strategic Business Plan
- Competitive Bidding
- Contract Management
- Strategic Sourcing
The Budget and Purchasing Divisions oversees the citywide budget of approximately $282 million, with a division operational budget of $3 million and 12 staff.
