JOB SUMMARY
Works under minimal supervision to develop objectives, policies, and procedures for purchasing, master data management, and sourcing of goods and services across all institutional purchasing functions. Provides primary leadership and oversight of procure-to-pay automations and resolutions, customer service, and ServiceNow. Ensures staff uphold the highest standards of quality, integrity, and ethics, while complying with all corporate and government regulations.

The Senior Manager Procurement Services will lead over three divisions. This position does fall under a hybrid work model and is 2 - 3 days per week in office.

EXPERIENCE AND EDUCATION
Required



  • Education
    Bachelor's Degree in Business Administration or related.
    Equivalent combination of relevant education and/or experience may be substituted for minimum requirements.


  • Experience
    5 years related experience with three years at a supervisory level.


  • Licenses and Certifications
    (CTCD) CERT TEXAS CONTRACT DEVELOPER certification must be obtained within 1-1/2 Yrs


Preferred



  • Experience
    Experience in procurement, compliance, and contract management.
    Experience successfully managing staff in a complex multifunction organization.

    (CTCM) Certified TX Contracts Manager Upon Hire


JOB DUTIES



  • Provides leadership and direction for the Purchasing Management Team, including processing customer requisitions, vendor solicitation, evaluation and selection, issuance of purchase orders, and document retention. Manages customer and vendor relationships, service recovery, and resolutions of match exceptions and real-time backorders. Oversees purchase order confirmations and assists with supervising master data management activities for item master accuracy.
  • Oversee enterprise ticket management system (ServiceNow) to ensure SLAs are achieved.
  • Oversee the Recall protocol and reporting process.
  • Develops procedural documents and SOPs/training tools that standardizes processes for Purchasing Operations.
  • Oversees the supplier add process and coordinate with vendors to optimize service support for departmental systems and to optimize service for professional and departmental staff.
  • Maintains awareness of vendor technology trends including how those directions will impact departmental systems and operations.
  • Collaborate with other supply chain operational areas to design and implement solutions to supply chain issues and systems and strategy for Punchout suppliers; assists with onboarding and implementing new Punchout and eCommerce EDI suppliers.
  • Coordinate with senior leadership on budget expenditures and scheduling.
  • Drafts, reviews, analyzes financial and statistical data consistent with department guidelines and goals, which applies to cost improvement information that supports supply chain and utilization management efforts.
  • Interviews, hires, trains, supervises, and conducts coaching and staff development. Manages performance evaluations and addresses personnel issues within their area of responsibility. Provides structure, direction, and accountability on projects, prioritizes staff workflow, and mentors staff, offering development opportunities including cross-training.
  • Develops and maintains effective relationships with internal and external customers and serves as a principal liaison between customers and operations. Assist and/or coordinate bidding and proposal processes.
  • Assists in activities related to the Historically Underutilized Business (HUB) Program.
  • Assists with developing and implementing internal policies and procedures to facilitate and expedite the acquisition of supplies, equipment, and services.
  • Assists in designing, executing, and ensuring the effectiveness of internal controls, providing reasonable assurance that operations are efficient, assets are safeguarded, financial information is reliable, and all applicable laws, regulations, and policies are followed.
  • Performs other duties as assigned.
