What you will do:

  • This is a critical position in service of the company's ability to implement and evolve its short-term and long-term strategic objectives through the creation of business value and competitive advantage based on building strong performance and relationships in highly complex areas in which the Director has identified accountabilities.

  • Lead a team of engagement, community giving and events professionals across all GDS jurisdictions: Ontario, Quebec, Ohio, North Carolina, Wyoming, Utah and Idaho and anywhere that GDS is looking at new opportunities.

  • Develop, implement, and continually improve a 2-5 year strategic advocacy plans for each GDS jurisdiction, in alignment with Enbridge's business strategy, GDS objectives, and that of Public Affairs, Communications and Sustainability's (PACS) and provide agreed deliverables to deliver functional excellence.

  • Responsible for preparation of content, measurement and analysis of Enbridge's performance related to its advocacy strategy and close collaboration with the Director of External Communications and other PACS leadership colleagues.

  • Local engagement and successful advocacy efforts to build support for our operations and projects is critical to the success of the company. Leading a large multi-jurisdictional team and ensuring collaboration with colleagues.

  • Across all functions, the Director provides strategic advice and counsel to internal clients and PACS colleagues to ensure decisions and initiatives support strategic business priorities; contribute to management of risks and opportunities; and encourage collaboration and innovation toward the achievement of key goals and outcomes.

  • Select, develop, and manage direct reports to ensure the achievement of expected outcomes. This includes delegating appropriate deliverables to direct reports (i.e. up to 1- 2-year deliverables) and holding them accountable for delivery. This includes ensuring that the team maintains and is accountable for specific advocacy plans in each region and projects within the Directors span of control.

  • Deliver optimal functional results within appropriate performance metrics including quality; quantity; timeliness; productivity; customer satisfaction; and financial performance. This includes ensuring that relevant advice and guidance is given (in the form of policies, strategies, programs and guidelines) to enable those delivering service to Enbridge GDS to meet regulatory requirements and outcomes, including the renewal of service agreements in local communities.

  • Develop and optimize (i.e. making as good and effective as possible) key external relationships and represent Enbridge externally as appropriate, e.g. with key municipal leaders and legislators and their staffs/committee staffs and regulators, as well as other elected officials, to effectively obtain support for the objectives of Enbridge GDS, including enhancing social license and Enbridge reputation.

  • Serve as a primary point of contact, relationship manager, and representative for Enbridge with GDS key stakeholders in Municipalities, local communities and with corporate citizenship partners, including advocacy organizations, policy think tanks and industry groups within the GDS service territories.

  • Ensure a close collaborative relationship between the Municipal and Stakeholder Engagement team with regulatory, legal, and commercial GDS teams to enable effective strategies to advance regulatory outcomes and to support growth objectives within GDS.

  • Primary accountability for ensuring compliance with all lobbying acts at the municipal level and that our advocacy efforts are within the Enbridge Business Code of Conduct.

  • Lead teams with representatives from across the company to develop strategies, policies, programs, plans and budgets relating to the full engagement and advocacy efforts of GDS.

  • Coordinate with Director, External Affairs, US; Director, External Affairs, Canada, Director of Community and Indigenous Engagement Canada and the Director of Stakeholder Engagement in the US to align relevant strategies and initiatives, and to ensure a cohesive and seamless engagement plan for GDS.

  • Perform a Leadership role in the crisis communications team and serve in the Senior Communications Officer and Public Information Officer roles as required. Direct, Support and participate in incident response and crisis communication planning in their region.

Who You Are:

Required:

  • Advanced university degree in Political Science, Law, Economics, Business or related field.

  • 15+ years' experience within energy industry with a specific emphasis on advocacy, lobbying and campaign management activities.

  • Existing network of positive relationships within government, regulatory, and public policy.

  • The highest standard of integrity required to model and earn unwavering trust with key partners.

  • Outstanding written network of strong relationships within local government, regulatory, industry groups and public policy organizations.

  • Outstanding written and oral communications is a must.

  • Experience writing professionally, published reports would be ideal.

  • Extensive experience presenting to external audiences and company executives.

  • Experience presenting to boards of directors.

  • Experience managing teams and strong leadership skills.

  • Ability to coordinate and improve processes and to influence activities across the enterprise + externally.

  • Ability to operate effectively through cross-functional accountabilities and authorities.

  • High degree of self-motivation; ability to manage multiple projects at once, under constant deadline pressure.

  • Demonstrated ability for short and long-term planning, budgeting and resource management on a cross-functional basis in highly dynamic internal and external environments.

  • Demonstrated ability to apply financial and business acumen in development of strategic thought.

  • Demonstrated resilience and innovation in response to setbacks and the need to reconcile different expectations internally and externally.

  • Demonstrated problem solving expertise and ability to apply innovative solutions and approaches to tackle complex challenges.

  • Ability to keep up to date on changing business, industry and other external factors (public policy and public opinion).

  • Ability to understand and anticipate the changing needs of stakeholders and decision makers, and the changing nature of business risk, in areas of accountability and, as required, to rapidly develop and implement contingency plans to deal with these needs.

  • Consistent ability to relate to others in an accepting and respectful manner, regardless of their position, perspective or background.

  • Ability to remain open and constructive under difficult or heated circumstances and to convey a desire to maintain a positive relationship while working through challenging issues.

  • Ability to apply a rigorous focus on maintaining a safety culture amidst other priorities.

  • Ability to lead, engage and grow a diverse team of highly talented subject matter experts so that they can understand the importance of their contribution to achievement of the company's business strategy and objective.

Working Conditions

  • Based in Toronto, Salt Lake City, Gastonia (Charlotte), Cleveland or Houston with travel required.

  • Works with confidential, strategic information.

  • Regular travel across the GDS service territory including to our corporate centers in Calgary and Houston will be required
