DESCRIPTION OF WORK

As an Environmental Protection Specialist, you will function as a Recycling and Planning Coordinator in the SERO (Southeast Regional Office), Waste Management Program. In this role, you will demonstrate a professional level of knowledge regarding the management of solid waste particularly in the areas of planning and recycling. This knowledge, in the form of technical assistance and professional support, is provided on an as-needed base or when required to promote the goals and priorities of the department as they relate to the understanding and the complying with the solid waste management statutes, regulations, policies, and guidance. Work includes administering Act 101 Solid Waste Management Planning, Recycling, and Household Hazardous Waste Collection Grants program within the region. This responsibility includes conducting pre-application meetings with officials who are preparing and submitting applications; reviewing and prioritizing applications; reviewing invoices; approving or disapproving reports; and acting as project officer on all municipal waste grant contracts within the region. You will have the opportunity to serve as the primary regional contact for the Bureau of Waste Management staff relative to municipal waste planning, recycling, as well as waste minimization and reduction. Work also includes coordinating planning and recycling activities with other regional and Central Office staff, as well as county and municipal officials to ensure the administration of an effective planning, recycling, and waste reduction program in the region and in the Commonwealth. Additional responsibilities include:
- Providing technical assistance to county and municipal officials and consultants in the preparation and revision of municipal solid waste management plans
- Reviewing municipal solid waste management plans and determining compliance with the municipal solid waste planning mandates
- Monitoring plan development and implementation
- Providing prioritized deadlines for compliance and recommending enforcement action as deemed necessary

- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Norristown.
- Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $58,035.00 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year of experience as a journey-level specialist in a waste management program; or
- Two years of experience in environmental protection and a bachelor's degree with major course work in biology, chemistry, or in a field closely related to environmental protection. A master's degree with major course work in any of the fields closely related to environmental protection may be substituted for one year of the required experience; or
- Any equivalent combination of experience and training which affords the applicant the required knowledges and abilities.
Special Requirements:
- This position requires possession of a valid motor vehicle operator's license as issued by the Commonwealth of Pennsylvania.
