Responsibilities

Arcfield's IDIQ Project Manager (PjM) will support Growth on IDIQ contracts as well as the administrative requirements of these contracts. The PjM will report to and support Arcfield's IDIQ Growth Director, coordinate with Operational and Functional Organizations (e.g., Contracts, Finance) daily, and will have regular touchpoints with senior management.

Arcfield seeks a candidate with working-level experience to support the management of and growth on our IDIQs and GSA Schedule. A successful candidate would demonstrate working-level knowledge of US Government contracts, experience communicating both internally and with Customers, and the ability to work independently with some supervision.

Our IDIQ PjM will contribute to both contract project management and growth functions. They will coordinate with Contracts and Finance to administer our IDIQs, ensuring deliverables and other reports are complete and accepted by the Customer. The PjM will contribute BD, Capture, and Proposal teams, advising on contractual requirements and contributing to or review proposal artifacts to ensure contractual compliance. The PjM is expected to develop into an authoritative source of knowledge of Arcfield's contract-level requirements and processes.

Additional tasking could include growth opportunity identification and research, developing marketing material, and other duties as assigned. The successful candidate should expect to work primarily in our Chantilly, VA, headquarters with the opportunity to work from satellite offices or remotely as agreed upon with the Director.

Duties Include:

  • Track and coordinate IDIQ-level CDRLs with Arcfield's delivery and functional organizations to ensure IDIQ-level deliverables are submitted in a timely, complete, and compliant manner
  • Assist task order delivery teams with initial / kick-off meetings with Government Customers, and as requested to ensure compliance with contract and task order deliverables
  • Develop into an authoritative source of knowledge on Arcfield's IDIQ portfolio
  • Identify, build, and manage relationships with Government IDIQ PMOs
  • Contribute to quick responses to contract and/or task order RFI(s) and RFP(s)
  • Support BD and Capture teams throughout the business development cycle, including developing pipelines, draft RFP reviews, and attending Industry Days
  • Contribute to the Capture, Proposal, and on-ramp of strategically relevant IDIQs
  • Identify lessons learned, opportunities for improvement, and other initiatives to improve business operations
  • Become familiar with and contribute to corporate strategy, including identifying and positioning for strategic IDIQs that maximize Arcfield's access to our target markets
  • Other duties as assigned

Qualifications

  • BS 5-7, MS 3-5, PhD 0-2
  • 3 years of project or program management experience at a DoD, IC, DHS or other Federal agency or government contracting firm
  • Experience managing, administering, or supporting the management/administration of multiple-award IDIQ contracts or Task Orders
  • Experience using Government sources of contract data reporting, industry-standard competitive intelligence tools, and industry-standard pipeline management tools
  • Quick and deliberate learning style. Strong analytical and communications skills
  • Proficiency at working both independently and as a team member
  • Openness to learning and development opportunities
  • Experience with the Microsoft Office Suite
  • Ability to obtain and maintain a DoD Secret clearance

Desired Qualifications

  • Familiarity with Shipley-based business development processes
  • Familiarity with Government acquisition portals and tools (e.g., eBuy.gov, SAM.gov, etc.)
  • Familiarity with industry-standard competitive intelligence tools (e.g., GovWin, etc.)
  • Familiarity with two or more of the following contract programs: GSA OASIS, GSA MAS, GSA ASTRO, Army RS3, Army ITES-3S, DTIC IAC MAC, Navy SeaPort-NxG, or similar DoD, IC, or DHS contract programs
  • Experience working with teams that have multiple and shifting priorities
  • Experience working to short deadlines, delivering solutions to unstructured business challenges in ambiguous and fast-paced environments
  • Experience developing materials for and communicating to senior management or C-Suite leaders
  • Confidence in sharing way-forward suggestions for people, process, and tool implementations and improvements
